About approval of the Procedure for carrying out certification of verificators of measuring instruments

1. Approve the enclosed Procedure for carrying out certification of verificators of measuring instruments.

2. This resolution becomes effective after fifteen days from the date of official publication.

Procedure for carrying out certification of verificators of measuring instruments

1. General provisions

1. This Procedure establishes general requirements to certification and disqualification of verificators of measuring instruments.

2. Checking of measuring instruments perform national authority on metrology and the legal entities authorized by state body on ensuring unity of measurements, in accordance with the established procedure.

3. Certification of verificators of measuring instruments - assessment of the professional training level, knowledge, practical skills and experience necessary for confirmation of competence of the specialist in the field measurements.

4. The specialists performing checking of measuring instruments shall be certified as verificators of measuring instruments.

5. The specialists metrologists with the higher basic or secondary vocational education having practical length of service in metrological services at least one year, who had special training on professional development course and occupational retraining of personnel or in educational institutions with specialization in the field of metrology and the measuring equipment are allowed to certification.

6. Retraining and certification of verificators of measuring instruments is carried out at least once in five years.

2. Procedure for certification, prolongation of term of certification and disqualification of verificators of measuring instruments

7. Certification of verificators of measuring instruments is carried out by certifying commission of national authority on the metrology formed by the order of national authority on metrology in number of at least seven people. The certifying commission consists of the chairman, the secretary - being permanent members of the commission, and temporary members of the commission - from among specialists of state body in ensuring unity of measurements, state body in metrological supervision and specialists in checking of the corresponding types (groups, types) of measuring instruments of national authority on metrology.

The meeting of certifying commission is considered competent with participation in it at least two thirds of general structure of certifying commission.

8. The schedule of preparation and carrying out certification is developed by annually national authority on metrology.

9. For passing of certification the following documents are submitted:

1) the statement in any form addressed to the director of national authority of metrology;

2) the characteristic from place of employment constituted by the direct head in form according to appendix 1 to this Procedure;

3) the document confirming the level of knowledge.

10. The documents specified in Item 9 of this Procedure are represented to certifying commission not later than two weeks prior to certification.

11. Members of certifying commission - specialists in checking of the corresponding types (groups, types) of measuring instruments prior to meeting of certifying commission perform check when carrying out by the certified specialist of checking of measuring instruments.

12. Results of check are drawn up by the act of carrying out checking of measuring instruments in the form given in appendix 2 to this Procedure.

13. The certifying commission at meeting considers the submitted documents and the act of carrying out checking of measuring instruments, reveals extent of professional training certified and by a majority vote the members of the commission who are present at meeting passes the decision on its certification (not certification) as the verificator of measuring instruments in certain field of measurements. 14. By results of meeting the protocol in form according to appendix 3 to this Procedure which is signed by all present members of certifying commission is drawn up. The solution of certifying commission is brought to the attention of the certified specialist in day of its acceptance.

15. To the certified specialists, based on the recommendation of certifying commission, the order of national authority on metrology appropriates qualification "the verificator of measuring instruments" and the certificate in form according to appendix 4 to this Procedure, with indication of types (areas) of measurements is issued. The certificate is issued for a period of five years.

16. The specialist to whom by the solution of certifying commission it is refused certification as the verificator of measuring instruments can be allowed to repeated certification not earlier than in 6 months from the date of the meeting of certifying commission, according to the procedure, determined by Items 9 - 15 presents About.

17. For prolongation of effective period of certification it is necessary to submit to national authority on metrology the documents specified in Item 9 of this Procedure.

18. The certifying commission at meeting considers the submitted documents, during the interview with the specialist reveals extent of its professional training, passes the decision on prolongation of term of certification for 3 years, taking into account qualification, work experience of the specialist and type (area) of measurements. 19. In case of violation by the verificator of measuring instruments of statutory rules and regulations of carrying out the testing works revealed in the course of carrying out metrological supervision, the state body of the executive authority which is specially authorized by the Cabinet of Ministers of the Kyrgyz Republic on carrying out metrological supervision represents the copy of the act of violation by the verificator of measuring instruments to certifying commission of national authority on metrology.
