1. Approve Regulations on the Special account of development and material security of the State inspectorate for sanitary, veterinary and phytosanitary safety under the Government of the Kyrgyz Republic according to appendix.

Regulations on the Special account of development and material security of the State inspectorate for sanitary, veterinary and phytosanitary safety under the Government of the Kyrgyz Republic

1. General provisions

1. The special account of development and material security of the State inspectorate for sanitary, veterinary and phytosanitary safety under the Government of the Kyrgyz Republic (further - the Special account) is created for the purpose of the organization of proper material and technical resources and necessary conditions for its activities, social protection and guarantees of employees of the State inspectorate for sanitary, veterinary and phytosanitary safety under the Government of the Kyrgyz Republic (further - State inspection).

2. The main objectives of the Special account are:

- development and strengthening of material and technical resources of State inspection;

- ensuring social protection of employees of State inspectorate, stimulation of their inspection activities.

2. Sources of formation of the Special account

The special account of State inspectorate is formed at the expense of means from the rendered paid services according to the Unified register (list) of the state services rendered by executive bodies, their structural divisions and subordinated organizations and also the means of the donor help and other receipts which are not contradicting the legislation of the Kyrgyz Republic.

4. The special account of State inspectorate is opened in the Central Treasury under the Ministry of Finance of the Kyrgyz Republic.

3. Procedure for use and accounting of means

5. Funds of the Special account are accumulated on the special account of State inspectorate in regional department of the Central Treasury under the Ministry of Finance of the Kyrgyz Republic.

6. The expenditure of means of the Special account is made according to the approved expense budgets and actual receipt of the income.

7. To managers and the responsible person for use of means of the Special account the head of State inspection is.

8. Means of the Special account are used on:

- awarding, payment of surcharges, including for unrationed work and overtime work of the employee of central office and territorial subdivisions of State inspection;

- rendering one-time financial support to employees of central office and territorial subdivisions of State inspection for medical and other purposes;

- partial compensation to employees of central office and territorial subdivisions of State inspection of cost of permits in improving organizations;

- acquisition of consumable materials and fuels and lubricants for motor transport;

- acquisition of furniture, office equipment;

- acquisition of office supplies;

- payment for lease of rooms, utilities and communication services;

- expense recovery on use (in case of lack of office cars) personal cars in the office purposes according to the existing regulatory legal acts;

- payment of journey on public transport in the city, the area and partial compensation of expenses on food;

- the organization of meetings of foreign guests, payment of traveling expenses within the country, advanced training, and also other expenses which are not provided by the estimate;

- accomplishment of unforeseen economic works on employment contracts and civil agreements;

- material logistics of activities of State inspection and improvement of living conditions of employees of central office of State inspection;

- other actions directed to improvement of activities of central office and territorial subdivisions of State inspectorate for realization of the tasks and functions assigned to them.

9. State inspection records receipts and uses of means according to the procedure, established by the legislation of the Kyrgyz Republic, and represents the reporting on their use at the scheduled time.

10. The remaining balance of means of the Special account formed by the end of accounting year passes for the next accounting year.

11. Audit of the Special account is booked according to the legislation of the Kyrgyz Republic.
