Regulations on estimation of collective achievements

I. General provisions

1. The regulations on estimation of collective achievements (further - the Provision) establish procedure for the organization and implementation of planning process of activities, criteria of estimation of collective achievements in the ministries, the State office, other central administrative authorities subordinated to the Government, in the organizational structures falling within the scope of their competence, other bodies of public management and also in bodies of local public authority.

2. Planning of activities represents process of determination of tasks, actions and subactions at the level of body of public management and structural division.

3. Estimation of collective achievements represents process by means of which the level of accomplishment of the tasks and actions/actions provided in the annual plan of actions at the level of body of public management and in the annual plan of actions at the level of structural division is estimated.

4. Stages of planning process of activities are:

1) determination of strategic tasks at the level of body of public management within the Program of strategic development or other strategic document of body of public management;

2) determination of annual tasks and actions at the level of body of public management;

3) determination of annual tasks, actions and subactions at the level of structural division;

4) determination of annual individual tasks of activities at the level of each government employee.

5. Process of estimation of achievements includes the following stages:

1) estimation of collective achievements at the level of structural division / body of public management;

2) estimation of professional achievements of the government employee.

6. Estimation of collective achievements is made for each structural division of body of public management.

7. In bodies of public management as a part of which structural divisions are not organized estimation of collective achievements is performed for body of public management in general.

8. The annual statement about activities of body of public management is the public document and within 5 working days from the date of approval is placed on the web page or the information stand of body of public management.

II. Planning process and activities reports

9. Planning process and submissions of activities reports includes the following stages:

1) development of the annual plan of activities at the level of structural division;

2) development of the annual plan of activities at the level of body of public management;

3) creation of the semi-annual report on activities at the level of structural division / body of public management as a part of which structural divisions are not organized;

4) creation of the semi-annual report on activities at the level of independent structural division;

5) creation of the annual statement about activities at the level of body of public management.

10. Bodies of public management develop the annual plan of actions at the level of body of public management based on such strategic documents as the Action plan of the Government, industry documents of strategic planning, the Program of strategic development, the Strategy of social and economic development of the area/settlement, and also based on other relevant documents till January 25 of the current year according to appendix No. 1 to this Provision.

11. The annual plan of actions at the level of structural division is developed by his chief by partitsipativny method, based on provisions of the annual plan of actions of body of public management, Regulations on the organization and functioning of division and other relevant documents till January 31 of the current year according to appendix No. 2 to this Provision.

12. The annual plan of actions at the level:

1) the ministries, the central administrative authorities, other bodies of public management is developed and affirms their heads;

2) the structural division and autonomous structural division which are not incorporating other structural divisions it is developed, signed and submitted for approval to the higher head;

3) the autonomous structural division incorporating other structural divisions it is developed in the form of the consolidating plan and submitted for approval to the higher head;

4) administrative authorities and deconcentrated public services of the ministry / or subordinated to the ministry and other central administrative authority, other bodies of public management as a part of which structural divisions are not organized it is developed and submitted to the direct head of higher body of public management for approval.

13. In the annual plan of actions at the level of structural division from 3 to 7 tasks are established. For each task actions, subactions, product/result indicators, and also accomplishment terms which are specified on quarters are determined. The annual plan of actions can join also other components if the head of body of public management / the chief of division considers that they are important for effective implementation of the planned activities.

14. Review of the annual plan of actions for the objective reasons is possible only in the following cases:

1) priority actions of body of public management and/or division underwent changes;

2) additional functions / tasks were delegated;

3) based on results of collective estimation in the first half of the year.

15. The approved annual plans of actions at the level of structural division gather and stored by division of the analysis, monitoring and assessment the politician. Annual plans of actions gather and stored in bodies of the central and local public authority of the second level as a part of which the specified division was not founded by personnel division / responsible for human resources.

16. Individual tasks of activities of each government employee are determined based on provisions of the annual plan of actions at the level of structural division / body of public management, according to requirements of the Regulations on assessment of professional achievements of the government employee.

17. In bodies of public management as a part of which structural divisions are not organized the head of body of public management constitutes the semi-annual report on activities at the level of body of public management, according to appendix No. 3 to this Provision.

18. The semi-annual reports on activities approved at the level of body of public management, administrative authority and deconcentrated public services of the ministry (or subordinated to the ministry) and other central administrative authority, other bodies of public management as a part of which divisions are not organized are considered by the valuation committee created in higher body of public management.

19. In the bodies of public management incorporating structural divisions, the chief of structural division as a part of which other structural divisions are not organized develops the semi-annual report on activities at the level of the structural division which is not incorporating other divisions according to appendix No. 4 to this Provision.

20. The chief of autonomous structural division as a part of which other structural divisions are organized develops the semi-annual report on activities at the level of the autonomous structural division incorporating other divisions according to appendix No. 5 to this Provision. In that case the summary semi-annual report on activities is signed by all chiefs of structural divisions from structure of autonomous structural division.

21. The semi-annual report on activities contains data on self-estimation of level of accomplishment of the tasks, actions and subactions determined in the annual plan of actions of structural division; about budget implementation level; to the offered assessment; data on quality of the received results, problems/difficulties and method of their permission.
