SECTION I. INTERNAL DEVICE AND BODIES OF PARLIAMENTARY MEETING OF THE UNION OF BELARUS AND RUSSIA

CHAPTER 1. GENERAL PROVISIONS

Article 1. Parliamentary Meeting of the Union of Belarus and Russia

1. The parliamentary Meeting of the Union of Belarus and Russia (daleeparlamentsky Meeting) according to item 4 of article 70 of the Agreement on creation of the Union State of December 8, 1999 (daleedogovor) before elections to the House of Representatives of Parliament of the Union State performs functions of Parliament Allied gosudarstvapredstavitelny and legislature of the Union State.

2. In the activities the Parliamentary Meeting is guided by the Constitution of the Republic of Belarus and the Constitution of the Russian Federation, the Agreement on creation of the Union State, regulatory legal acts of the Union State, the legislation of the State Parties of the Union State (further - the State Parties), the acts adopted earlier within Community of Russia and Belarus and the Union of Belarus and Russia in the part which is not contradicting the Agreement and also these Regulations of the Parliamentary Meeting (further - Regulations), resolutions of the Parliamentary Meeting and decisions of Council of the Parliamentary Meeting.

Article 2. Procedure for forming of the Parliamentary Meeting

1. The parliamentary Meeting consists of the deputations created respectively by Council of the Republic and the House of Representatives of National assembly of the Republic of Belarus and the Federation Council and the State Duma of Federal Assembly of the Russian Federation (further respectively - chambers of parliaments of the State Parties, parliaments of the State Parties). Parliamentary deputations include equal number of representatives: on 36 from parliaments of the State Parties.

2. The procedure for delegation of representatives in structure of Parliamentary Meeting, their response, and also term of their powers in the Parliamentary Meeting is determined by chambers of parliaments of the State Parties independently.

3. Granting of power to the deputy of the Parliamentary Meeting and the termination of powers of the deputy of the Parliamentary Meeting are drawn up by resolutions of the Parliamentary Meeting.

Article 3. Powers of the Parliamentary Meeting

Parliamentary Meeting:

adopts the laws of the Union State on the questions carried to exclusive maintaining the Union State;

accepts bases of the legislation of the Union State on the questions carried to joint maintaining the Union State and the State Parties;

considers according to the offer of the Supreme State Council of the Union State (further - the Supreme State Council) and approves the draft of the Constitutional Act of the Union State;

makes offers on development of regulatory framework of the Union State in bodies of the Union State;

promotes standardization of the legislation of the State Parties and makes relevant proposals in the bodies of the State Parties having power to initiate legislation;

resolves issues of development of regulatory framework of integration of the State Parties in political, legal, economic, social, ecological, humanitarian and other areas;

hears annual messages of the Chairman of the Supreme State Council of the Union State;

hears the Chairman of the board of Ministers of the Union State;

hears reports and information on activities of Council of Ministers of the Union State (further - Council of Ministers);

accepts the budget of the Union State, including approves budgetary appropriations on functioning of the Parliamentary Meeting, hears annual and semi-annual reports of Council of Ministers on budget implementation of the Union State;

approves reports, hears reports and messages of Audit Chamber of the Russian Federation and the State Control Committee of the Republic of Belarus;

ratifies the international agreements signed on behalf of the Union State;

establishes symbolics of the Union State;

promotes exchange of legal information, participates in creation of single information system of law of the Union State;

signs agreements on cooperation with parliaments of the states which are not entering the Union State and the parliamentary organizations;

provides interaction of chambers of parliaments of the State Parties on the questions entering competence of the Parliamentary Meeting;

considers offers on accession to the Union State of the third states, accepts the corresponding recommendations, sends them for approval to the Supreme State Council;

appoints on representation of the Supreme State Council of judges of Court of the Union State;

claims on representation of the Supreme State Council of members of the commission on human rights of the Union State;

appoints on representation of Council of Ministers of members of Audit Chamber of the Union State;

makes inquiries in bodies of the Union State around of the questions entering competence of these bodies;

determines structure of the Parliamentary Meeting, creates governing bodies of the Parliamentary Meeting, the commission, the working groups, and also scientific and advisory councils of the Parliamentary Meeting;

performs other powers according to the Agreement and these Regulations.

CHAPTER 2. CHAIRMAN OF THE PARLIAMENTARY MEETING. FIRST DEPUTY CHAIRMAN OF THE PARLIAMENTARY MEETING. VICE-CHAIRMEN OF THE PARLIAMENTARY MEETING

Article 4. Procedure for election of the Chairman of the Parliamentary Meeting

1. The chairman of the Parliamentary Meeting is elected on rotational basis by Parliamentary Meeting from the list of deputies of the Parliamentary Meeting for the term which is not exceeding term its authority in chamber of parliament of that State Party which representative he is.

In case of early termination of powers of the Chairman of the Parliamentary Meeting the new Chairman of the Parliamentary Meeting is elected.

Before election of the new Chairman of the Parliamentary Meeting its functions are performed by the First Deputy Chairman of the Parliamentary Meeting.

2. Election of the Chairman of the Parliamentary Meeting is drawn up by the resolution of the Parliamentary Meeting.

Article 5. Procedure for election of the First Deputy Chairman of the Parliamentary Meeting

1. The First Deputy Chairman of the Parliamentary Meeting is elected on rotational basis by Parliamentary Meeting from the list of deputies of the Parliamentary Meeting for the term which is not exceeding term its authority in chamber of parliament of that State Party which representative he is.

In case of early termination of powers of the First Deputy Chairman of the Parliamentary Meeting the New first Deputy Chairman of the Parliamentary Meeting is elected.

2. The chairman of the Parliamentary Meeting and the First Deputy Chairman of the Parliamentary Meeting cannot be citizens of one State Party.

3. Election of the First Deputy Chairman of the Parliamentary Meeting is drawn up by the resolution of the Parliamentary Meeting.

Article 6. Procedure for election of vice-chairmen of the Parliamentary Meeting

1. The parliamentary Meeting elects vice-chairmen of the Parliamentary Meeting - equal number of representatives from each parliament of the State Party - for the term which is not exceeding term their authority in chambers of parliaments of those State Parties which representatives they are.

If powers any of vice-chairmen of the Parliamentary Meeting in chamber of parliament of that State Party which representative he is came to the end ahead of schedule, then the new vice-chairman of the Parliamentary Meeting - the representative of the same chamber of parliament of the State Party is elected.

2. Election of vice-chairmen of the Parliamentary Meeting is drawn up by resolutions of the Parliamentary Meeting.

Article 7. Powers of the Chairman of the Parliamentary Meeting

Chairman of the Parliamentary Meeting:

conducts meetings of the Parliamentary Meeting;

knows internal rules and procedures of the Parliamentary Meeting;

coordinates preparation of materials and documents for meetings of the Parliamentary Meeting;

heads Council of the Parliamentary Meeting and will organize its work, conducts meetings of Council of the Parliamentary Meeting;
