According to subitem 5.2 and the paragraph the fourth subitem 5.4 of Item 5 of the Presidential decree of the Republic of Belarus of July 26, 2012 "About some measures for enhancement of control (supervising) activities in the Republic of Belarus" the Council of Ministers of the Republic of Belarus DECIDES: No. 332

1. Approve the enclosed Regulations on procedure for maintaining and use of the single information database of the controlling (supervising) bodies including data on the checked subjects and on their reference to the corresponding risk groups proceeding from criteria of reference of the checked subjects to risk group for purpose of scheduled inspections.

2. Determine that within interaction of the integrated automated system of control (supervising) activities in the Republic of Belarus with the single information database of the controlling (supervising) bodies including data on the checked subjects and on their reference to the corresponding risk groups proceeding from criteria of reference of the checked subjects to risk group for purpose of scheduled inspections, the criteria of reference of the checked subjects revealed during checks to risk group for purpose of scheduled inspections in the automated mode are transmitted from the integrated automated system to the single information database.

3. This resolution becomes effective after its official publication, except for Item 2, becoming effective since April 1, 2013.

Chapter 1. General provisions

1. This Provision determines procedure for maintaining and use of the single information database of the controlling (supervising) bodies including data on the checked subjects and on their reference to the corresponding risk groups proceeding from criteria of reference of the checked subjects to risk group for purpose of scheduled inspections (further - the single database).

The single database represents the multipurpose software and hardware complex allowing the controlling (supervising) bodies to optimize selection process of the subject for conducting planned inspection to the checked subjects independently to evaluate the activities for taking measures, excluding possibility of their reference to high or average risk group.

2. For the purposes of this Provision terms and their determinations in the values established by the Presidential decree of the Republic of Belarus of October 16, 2009 No. 510 "About enhancement of control (supervising) activities in the Republic of Belarus" are used (The national register of legal acts of the Republic of Belarus, 2009, No. 253, 1/11062), the Law of the Republic of Belarus of December 28, 2009 "About the electronic document and the electronic digital signature" (The national register of legal acts of the Republic of Belarus, 2010, No. 15, 2/1665), and also the term "information protection, containing in the single database" - the activities directed to prevention of unauthorized intervention in process of maintaining the single database, including attempts of illegal information access containing in it, its blockings, copying, provision, distribution, misstatement, destruction, and also other wrongful acts concerning this information.

3. Maintaining the single database is performed by the Ministry of Taxes and Tax Collection (further - the Ministry of Taxes and Tax Collection).

The controlling (supervising) bodies, except the State Control Committee, the Prosecutor General's Office and bodies exercising departmental control according to spheres of their control (supervising) activities enter information in the single database regarding reference of the checked subjects except for liquidated (which stopped activities), to the corresponding risk groups proceeding from criteria of reference of the checked subjects to risk group for purpose of the scheduled inspections approved by the Presidential decree of the Republic of Belarus of October 16, 2009 No. 510 (further - criteria of reference of the checked subjects to risk groups).

4. For the purpose of maintaining the single database of the Ministry of Taxes and Tax Collection:

provides functioning of the single database and protection of information containing in it;

provides centralized maintaining normative reference information within the single database;
