1. Approve enclosed:

1) Rules of development, coordination, accounting, approval, examination, change, cancellation and enforcement of national standards, preliminary national standards, qualifiers of technical and economic information, except for military standards on goods (products), work and service of military and dual purpose according to appendix 1 to this order;

2) the List of the regulatory legal acts recognized voided according to appendix 2 to this order.

2. To committee of technical regulation and metrology of the Ministry of the industry and new technologies of the Republic of Kazakhstan (Satbayev R. A.) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and official publication in mass media.

3. To impose control of execution of this order on the vice-minister of the industry and new technologies of the Republic of Kazakhstan Tuleushin K. A.

4. This order becomes effective after ten calendar days after day of its first official publication.

1. General provisions

1. These rules of development, coordination, accounting, approval, examination, change, cancellation and enforcement of national standards, preliminary national, qualifiers of technical and economic information, except for military standards on goods (products), work and service of military and dual purpose (further - Rules) parts two of article 7 of the Law of the Republic of Kazakhstan of November 9, 2004 "About technical regulation" are developed according to the subitem 1) (further - the Law).

2. Procedure for development of national standards, preliminary national standards and qualifiers of technical and economic information

Development of national standards (further - the standard), qualifiers of technical and economic information (further - the TEI qualifier), except for military standards on goods (products), work and service of military and dual purpose, is performed according to plans and work programs for the state standardization.

3. The requirements established in standards, preliminary national standards (further - the prestandard) and TEI qualifiers are based on results of nauchnoissledovatelsky, developmental and project works, patent researches, provisions of the international, regional or foreign standards and regulating documents on standardization of foreign states and (or) other modern achievements of domestic and foreign science, the equipment and technology.

4. The standard, the prestandard or the TEI qualifier is developed on products, its components, processes, services, products control methods, including, being results of basic or applied researches and developments.

5. The standard, the prestandard or the TEI qualifier is developed for the purposes provided in Item 1 of article 4 of this Law.

6. Information on the beginning of development of the standard or the TEI qualifier, changes to them, and their developers is placed on Internet resource of the authorized body performing state regulation in the field of technical regulation (further - authorized body).

7. For the purpose of development of the standard, the prestandard or the TEI qualifier by developer the working group with participation of the interested organizations can be created.

8. The developer of the standard, prestandard or TEI qualifier performs development of the corresponding project and explanatory note to it.

Are provided in the explanatory note:

1) the feasibility statement and (or) calculation of cost efficiency from development and application of the standard, the prestandard and TEI qualifiers;

2) the basis for development of the standard, the prestandard or the TEI qualifier with indication of the corresponding task;

3) characteristic of subject of standardization;

4) data on interrelation of the draft standard, the prestandard or the TEI qualifier with technical regulations and regulating documents on standardization;

5) data on mailing of the draft standard, the prestandard or the TEI qualifier for consideration and coordination;

6) information on regulating documents on standardization which were used in case of project development of the standard, prestandard or TEI qualifier;

7) data on developer (the address, including e-mail, contact phone / fax) and collaborators, terms of project development of the standard, prestandard or TEI qualifier.

9. Any person (physical and legal) interested in its development can be the customer and the developer of the standard, prestandard or TEI qualifier.

10. In the absence of the existing technical regulation on products released by the organization on the market the preliminary national standard is developed and affirms.

3. Procedure for coordination of standards, prestandards and TEI qualifiers

11. The standard or the TEI qualifier depending on subject of standardization is sent for approval:

1) to the customer of development (in the presence);

2) to state bodies within their competence;

3) to technical committees on standardization on the fixed subjects of standardization or activities;

4) to bodies for confirmation of conformity;

5) to accredited branch associations of subjects of private entrepreneurship;

6) to research institutions (in the presence).
