1. Approve the enclosed Rules of provision to local government bodies of information as the persons performing deliveries of the resources necessary for provision of utilities, and (or) rendering utilities in apartment and apartment houses or services (work) on content and repair of common property of owners of rooms in apartment houses.

2. The persons performing deliveries of the resources necessary for provision of utilities as of December 1, 2012, and (or) rendering utilities in apartment and apartment houses or services (work) on content and repair of common property of owners of rooms in apartment houses shall provide till March 1, 2013 to local government bodies lists of houses for which delivery of the resources necessary for provision of utilities and (or) in which provision of utilities, rendering services (performance of works) in content and repair of common property of owners of rooms in apartment houses, with indication of services (works, resources) delivered to each house is performed is performed.

3. To federal agency on construction and housing and communal services in 2-month time to approve:

a) in coordination with the Ministry of Telecom and Mass Communications of the Russian Federation - form of the electronic passport of the apartment house, form of the electronic passport of the apartment house, form of an electronic document of condition of the municipalities of objects of municipal and engineering infrastructure located in the territories and procedure for filling of the specified documents;

b) methodical recommendations about development by local government bodies of regulations of information exchange of persons performing deliveries of the resources necessary for provision of utilities, and (or) rendering utilities in apartment and apartment houses or services (work) on content and repair of common property of owners of rooms in apartment houses, by provision of information.

4. Recommend to local government bodies to accept the municipal legal acts aimed at providing implementation of this resolution till April 1, 2013.

5. The rules approved by this resolution become effective since March 1, 2013.

Rules of provision to local government bodies of information the persons performing deliveries of the resources necessary for provision of utilities, and (or) rendering utilities in apartment and apartment houses or services (work) on content and repair of common property of owners of rooms in apartment houses

1. These rules determine procedure, terms and frequency of provision by the persons performing deliveries of the resources necessary for provision of utilities, and (or) rendering utilities in apartment and apartment houses or services (work) on content and repair of common property of owners of rooms in apartment houses (further - persons performing delivery of municipal resources and (or) rendering services), to local government bodies of information specified regarding the 4th article 165 of the Housing code of the Russian Federation (further - information).

2. Treat the persons performing delivery of municipal resources and (or) rendering services, obliged to provide information including:

a) the organizations performing delivery to apartment houses of the resources necessary for provision of utilities (further - the resource supplying organizations);

b) the following organizations performing provision of utilities in apartment and apartment houses:

the management companies which signed in accordance with the established procedure the agreement of management of the apartment house in which the obligation of these organizations is provided to provide utilities of the corresponding type;

condominiums, housing cooperatives, housing cooperatives and other specialized consumer cooperatives which provide utilities to owners and (or) users of rooms in the apartment house if owners of rooms in the apartment house elect method of management of the apartment house, stipulated in Item 2 parts 2 of article 161 of the Housing code of the Russian Federation, or owners of apartment houses;

the resource supplying organizations if they sign with the owners of rooms in the apartment house who chose method of management of the apartment house, stipulated in Item 1 parts 2 of article 161 of the Housing code of the Russian Federation or with owners of apartment houses the agreement of provision of utilities of the corresponding type;

c) persons rendering the services (performing works) on content and repair of common property of owners of rooms in apartment houses based on the agreements providing rendering such services (accomplishment of such works) (agreements of management of the apartment house or service provision agreements (performance of works) on content and repair of common property of owners of rooms in apartment houses), including the management companies, and also the partnerships and cooperatives specified in paragraphs second and third the subitem "b" of this Item, rendering such services (performing such works) if owners of rooms in the apartment house elect method of management of the apartment house, stipulated in Item 2 parts 2 of article 161 of the Housing code of the Russian Federation.

3. The obligation on provision of information arises:

a) concerning persons performing rendering utilities in apartment and apartment houses, - from the date of, determined according to Items 14 - 17 Rules of provision of utilities to owners and users of rooms in apartment houses and the apartment houses approved by the order of the Government of the Russian Federation of May 6, 2011 No. 354;

b) concerning persons performing delivery to apartment houses of the resources necessary for provision of utilities, rendering services (performance of works) in content and repair of common property of owners of rooms in the apartment house - from the date of the conclusion of the relevant agreement.
