Approve the enclosed Rules of forming and maintaining the federal state information system "Monitoring of Activities of Control Supervisory Authorities".

Rules of forming and maintaining the federal state information system "Monitoring of Activities of Control Supervisory Authorities"

1. These rules establish procedure for forming and maintaining the federal state information system "Monitoring of Activities of Control Supervisory Authorities" (further - the Monitoring system).

2. The organization of forming and maintaining the Monitoring system is performed by the Ministry of Economic Development of the Russian Federation (further - the operator of system).

3. Owner of information containing in the Monitoring system is the Russian Federation. On behalf of the Russian Federation competences of the owner of information containing in the Monitoring system are performed by the operator of system.

4. For the purpose of forming and maintaining the Monitoring system the operator of system provides the following events:

a) technical functioning of the Monitoring system;

b) implementation of coordination of activities of the bodies performing entering of data into the Monitoring system;

c) ensuring safe storage and use of the data containing in the Monitoring system;

d) implementation of the automated processing of the data containing in the Monitoring system;

e) ensuring access in accordance with the established procedure to the data containing in the Monitoring system;

e) ensuring interaction of the Monitoring system with other information systems, including with single interdepartmental information and statistical system and the state automated information system "Management", in cases and procedure which are determined by the operator of system, with use of single system of interdepartmental electronic interaction.

5. Forming and maintaining the Monitoring system, including placement of data, their processing, storage and use, and also information access containing in it and protection of these data are performed with observance of the requirements established by the legislation of the Russian Federation in the field of information, information technologies and information security.

6. Maintaining and forming of the Monitoring system, including introduction of data, their processing, storage and use, are performed using standardized technical and the software including allowing to perform processing of data on the basis of use of single formats and standard protocols.

7. In the Monitoring system data on implementation of the state control (supervision), municipal control in the corresponding fields of activity and about efficiency of such control (supervision), the including following materials are placed:

a) reports on implementation of the state control (supervision), municipal control in the corresponding fields of activity and about efficiency of such control (supervision);

b) reports on implementation of the state control (supervision) and municipal control;

c) other materials about implementation of the state control (supervision) and municipal control represented to the operator of system in accordance with the legislation of the Russian Federation.

8. The materials specified in Item 7 of these rules are placed in the Monitoring system federal executive bodies, executive bodies of subjects of the Russian Federation and local government bodies taking into account deadline of submission of reports, stipulated in Item 6 Rules of preparation of reports on implementation of the state control (supervision), municipal control in the corresponding fields of activity and about efficiency of such control (supervision), approved by the order of the Government of the Russian Federation of April 5, 2010 N 215.

9. Heads of the bodies specified in Item 8 of these rules appoint persons responsible for placement of data in the Monitoring system. Placement of data is performed after registration of specified persons in the Monitoring system.

10. Placement of data in the Monitoring system is performed electronically with use of the qualified digital signature, requirements to which are determined by the Federal Law "About the Digital Signature".

11. The bodies specified in Item 8 of these rules perform monitoring of completeness, reliability and relevance of the data placed by them.

12. The storage duration of the data placed in the Monitoring system constitutes 10 years. After completion of storage duration of the data are excluded from the Monitoring system.

13. Access to the data containing in the Monitoring system is provided:

a) to the operator of system - to all materials placed in the Monitoring system;

b) to federal executive bodies - to the materials placed by the corresponding federal executive body and its subordinated services;

c) to the executive bodies of subjects of the Russian Federation authorized on implementation of the state control (supervision) - to the materials placed by relevant organ of the executive authority of the subject of the Russian Federation;

d) to the executive bodies of subjects of the Russian Federation responsible for preparation in accordance with the established procedure reports on implementation of regional state control (supervision), - to the materials placed by executive bodies and local government bodies of appropriate subject of the Russian Federation;

e) to local government bodies - to the materials placed by relevant organ of local self-government.

14. The authorized access according to Item 13 of these rules to the data containing in the Monitoring system is provided with the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically". Access is provided in real time. Access to the personal data containing in the Monitoring system is provided according to the Federal Law "About Personal Data".

15. Storage and processing of the data containing in the Monitoring system is performed after acceptance of necessary measures for protection of the specified data against the damage or loss provided by regulatory legal acts of the Russian Federation in the field of information security including:
