1. These rules establish procedure for determination by public authorities of subjects of the Russian Federation for places of mass accumulation of citizens and the locations of sources of enhanced danger in which retail sale of alcoholic products is not allowed.

2. The place of mass accumulation of citizens in which retail sale of alcoholic products is not allowed is determined based on the criteria providing that such place is the territory located outside buildings (structures, constructions), determined as the venue of the public action organized according to the Federal Law "About Meetings, Meetings, Demonstrations, Processions and Piketirovaniye" with the declared number of participants at least 100 people.

3. The location of sources of enhanced danger in which retail sale of alcoholic products is not allowed is determined based on the criteria providing that such place is the territory located in borders of the hazardous production facility determined according to the Federal Law "About Industrial Safety of Hazardous Production Facilities" for which obligatory development of the declaration of industrial safety is provided.

4. The solution on determination of places of mass accumulation of citizens and the locations of sources of enhanced danger in which retail sale of alcoholic products is not allowed are accepted by public authorities of subjects of the Russian Federation.

In decisions on determination of places of mass accumulation of citizens in which retail sale of alcoholic products is not allowed the period of time during which retail sale of alcoholic products is not allowed shall be specified.

The rule of determination of borders by local government bodies adjacent to some organizations and objects of the territories on which retail sale of alcoholic products is not allowed

1. These rules establish procedure for determination of borders by local government bodies adjacent to some organizations and objects of the territories on which retail sale of alcoholic products is not allowed.

2. Retail sale of alcoholic products is not allowed in the territories adjacent:

a) to the children's, educational, medical organizations and objects of sport;

b) to the wholesale and retail markets, stations, the airports and other places of mass accumulation of citizens and the locations of sources of enhanced danger determined by public authorities of subjects of the Russian Federation;

c) to military objects.

3. In these rules the following concepts are used:

a) "the children's organizations" - the organizations performing activities for the preschool and primary general education (under the All-Russian Classifier of Economic Activities code 80.1, except code 80.10.3);

b) "the isolated territory" - the territory which borders are designated by barrier (objects of artificial origin), adjacent to the building (to structure, construction), in which the organizations and (or) objects specified in Item 2 of these rules are located;

c) "the educational organizations" - the organizations determined according to the Law of the Russian Federation "About education" and having the license for implementation of educational activities;

d) "the stationary shopping facility" - the shopping facility representing the building or part of the building, structure or part of structure firmly connected by the base of such building, structure with the earth and attached to networks of engineering facilities in which retail sale of alcoholic products is performed.

4. The territory adjacent to the organizations and objects specified in Item 2 of these rules (further - the adjacent territory), includes the isolated territory (in the presence of that), and also the territory determined taking into account specific features of the area and building, adjoining borders of the isolated territory or is direct to the building (structure, construction) in which the organizations and (or) objects specified in Item 2 of these rules are located (further - the additional territory).

5. The additional territory is determined:

a) in the presence of the isolated territory - from entrance for visitors on the isolated territory to entrance for visitors to the stationary shopping facility;

b) in the absence of the isolated territory - from entrance for visitors to the building (structure, construction) in which the organizations and (or) objects specified in Item 2 of these rules to entrance for visitors to the stationary shopping facility are located.

6. The maximum value of distance from the children's organizations to borders of the adjacent territories determined by local government body cannot exceed the minimum value of the specified distance in the municipality more than for 30 percent.
