Rules of provision without fail subjects of the state information system of fuel and energy complex of information for inclusion in this system

1. These rules determine procedure and conditions of provision without fail by subjects of the state information system of fuel and energy complex (further - system) information for inclusion in system (further - provision of information for inclusion in system).

2. Provision of information for inclusion in system is performed by subjects of system with use of software of system by filling in electronic form of forms of provision of information for inclusion in system (further respectively - electronic forms, forms of provision of information). The structure of information in electronic forms shall correspond to structure of information in forms of provision of information. Visual information display electronically can not correspond to graphical information display in the form of provision of information.

3. Forms of provision of information and the requirement to their filling, and also electronic forms are posted by the operator of system on the official site of system on the Internet (further - Internet network).

4. Provision for inclusion in system of information containing in other information system is performed by interaction of system and other information system according to the Rules of interaction of the state information system of fuel and energy complex and other information systems approved by the order of the Government of the Russian Federation of March 27, 2019 No. 329 "About approval of Rules of interaction of the state information system of fuel and energy complex and other information systems".

4(1). The electronic forms filled with subjects of system and signed by the strengthened qualified digital signature of the head (other authorized person) of the subject of system go to the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of fuel and energy complex (further - authorized body), one of the following methods:

a) with use of software of system by means of Internet network;

b) the mailing with appendix on the electronic medium in case of absence in the location of the subject of system of the necessary information and telecommunication infrastructure providing technical capability of provision of information for inclusion in system by means of Internet network.

4(2). For the purpose of provision of information for inclusion in system subjects of system perform registration in the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically".

5. The operator of system in case of detection of unreliable information sends the written notice of it (mail, fax or electronic communication) to the subjects of system which provided this information to 2-day time.

Information containing the data which are the state secret, trade secret and other secret protected by the law, access to which is limited by the Federal Laws, is provided by subjects of system in authorized body in accordance with the legislation of the Russian Federation about provision of such information with indication of on category of access of information.

9. Conditions of provision of information for inclusion in system are:

a) availability of the system segment put into operation which joins information;

b) provision of information on a grant basis;

c) provision of information on electronic forms, the structure of information in which shall correspond to structure of information in forms of provision of information, or according to the Rules of interaction of the state information system of fuel and energy complex and other information systems approved by the order of the Government of the Russian Federation of March 27, 2019 No. 329 "About approval of Rules of interaction of the state information system of fuel and energy complex and other information systems".
