About measures for further enhancement of procedure for appointment and payment of social benefits

For the purpose of strengthening of targeting of the public assistance to families with minor children and to needy families, the Cabinet of Ministers decides increases in role and responsibility of self-government institutions of citizens in implementation of measures for social protection of the population in the conditions of strong growth of real incomes and welfare of the population of the republic:

1. Agree with the offer of the Ministry of Labour and Social Protection of the population, the Ministry of Health, Republican public charity foundation "Makhalla", Ministry of Economics and Ministry of Finance of the Republic of Uzbekistan on further enhancement of procedure for appointment and payment of social benefits and financial support to the needy families providing:

preserving the operating sizes and payment due dates of benefit to mothers on child care before achievement of age of two years and financial support by it to needy families, with increase in targeting of payment of social benefits;

decrease in the maximum age of the children considered in case of purpose of benefit to families with minor children up to 14 years.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 13.09.2018 No. 731

3. To the Ministry of Labour and Social Protection of the population together with the Ministry of Finance of the Republic of Uzbekistan to develop and introduce to the Cabinet of Ministers the draft of the relevant government decision of the Republic of Uzbekistan about procedure for appointment and payment of social benefits and financial support to needy families in a month, having provided in it:

introduction since January 1, 2013 single for all types of benefits and financial support of criterion of determination of needs of family and simplification of procedure of payments of comprehensive income in case of purpose of social benefits and financial support to needy families;

unification of procedure for purpose of social benefits and financial support to needy families;

strengthening of responsibility of the commissions authorized by descents of citizens for the solution of questions of appointment and payment of social benefits and financial support to needy families (further - the Commissions), and the employees of district (city) bodies of the centers of assistance of employment and social protection of the population assigned to self-government institutions of citizens, on ensuring targeting and target use of the allocated budgetary funds.

4. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan:

together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas within implementation of territorial programs of employment and creation of workplaces to pay special attention on employment of persons, first of all, from among young families from the rural zone;

together with Republican public charity foundation "Makhalla" and the Ministry of Finance of the Republic of Uzbekistan during the first quarter 2013 to organize carrying out on places of training courses of employees of self-government institutions of citizens concerning provision of social support to families and identification of the families needing this support.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, Ministry of Labour and Social Protection of the population:

together with territorial subdivisions of Republican public charity foundation "Makhalla", Committee of women of Uzbekistan, the Republican center "Majnaviyat Tarribot", the Republican scientific and practical center "Oila" in two weeks to approve package of measures for ensuring carrying out on regular basis of broad explanatory work among the population through mass media, including electronic, about essence and content of the taken measures for enhancement of procedure for appointment and payment of social benefits and financial support to needy families;

it is regular to hear information of district (city) khokimiyats on the measures for the effective organization of activities of the Commissions, the available problems and suggestions for improvement of system of social support of the population taken by them.

6. To institute of social researches under the Cabinet of Ministers systematically to conduct selective examinations of households and annually till October 1 to bring in the Cabinet of Ministers of the Republic of Uzbekistan:

analytical reports on structure of the income of households, dynamics of change of quantity of needy families on each region of the republic and scope their social benefits;

offers on redistribution of budgetary appropriations on payment of social benefits and financial support on regions.

7. To management of the Ministry of Finance of the Republic of Uzbekistan main control auditing to strengthen control of target and address expenditure of the budgetary funds allocated for social support of the population by conducting quarterly checks of activities of the Commissions under self-government institutions of citizens.

8. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan in a month:

together with the interested ministries and departments to make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution;

bring departmental regulatory legal acts into accord with this resolution.

9. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.
