2. In these Regulations the following concepts are used:

1) the receiver of the state service (further - the receiver) - physical person and legal entity;

2) structurally functional units (further - SFE) - responsible persons of authorized bodies, structural divisions of state bodies, state bodies, information systems or subsystems which participate in process of rendering the state service;

3) special permission to journey of heavy and large-size vehicles (including foreign) on the territory of the Republic of Kazakhstan" (further - special permission) - the allowing document granting the right of driving of the large-size and (or) heavy vehicle through highways of the Republic of Kazakhstan according to the established route and term of implementation of transportation;

4) the control coupon to Special permission (further - the coupon) - the document confirming the fee paid amount for driving of large-size and heavy vehicles through the territory of the Republic of Kazakhstan.

The state service "Issue of Special Permission to Journey of Heavy and Large-size Vehicles (including Foreign) on the Territory of the Republic of Kazakhstan" (further - the state service) appears territorial authorities of Committee of transport control of the Ministry of Transport and Communications of the Republic of Kazakhstan (daleeupolnomochenny body) to the addresses specified in appendix 1 to the Standard and also through the Republican State company "Service Center of the Population" of Committee on control of automation of the state services and coordination of activities of service centers of the population of the Ministry of Transport and Communications of the Republic of Kazakhstan (further - TsON) to the addresses specified in appendix 2 to the Standard.
