On September 5, 2003 in Tashkent the emergency meeting of Council of Foreign Ministers of state members of the Shanghai Cooperation Organization (SMID SCO) took place. The Minister of Foreign Affairs of the Republic of Kazakhstan K. K. Tokayev, the Minister of Foreign Affairs of People's Republic of China Li Chzhaosin, the Minister of Foreign Affairs of the Kyrgyz Republic A. Ch. Aitmatov, the Minister of Foreign Affairs of the Russian Federation I. S. Ivanov, the Minister of Foreign Affairs of the Republic of Tajikistan T. N. Nazarov and the Minister of Foreign Affairs of the Republic of Uzbekistan S. S. Safayev took part in it.
The meeting of SMID took place under the chairmanship of the Uzbek side.
Ministers stated that during the period which passed after the meeting of Chapters of state members of SCO on May 29, 2003 in Moscow, Council of national coordinators did considerable work on implementation of the agreements reached at the summit concerning completion of organizational stage of formation of SCO and the beginning of work of permanent bodies - the Secretariat of SCO in Beijing and Regional anti-terrorist structure (RATS) in Tashkent - no later than January 1, 2004.
Offers of Council of national coordinators for distribution between state members of quota vacancies in the Secretariat of SCO, structure and staff list of the RATS Executive committee are considered and accepted. The initiative of the Republic of Uzbekistan about carrying out at the end of October - the beginning of November of this year in Tashkent of the first meeting of Council of RATS is supported.
Gratitude is expressed to the Chinese and Uzbek sides for provision of necessary rooms for placement of permanent bodies of SCO respectively in Beijing and Tashkent. Ministers gave the assignment to national coordinators to stir up activities of the working groups created in Beijing and Tashkent from representatives of the interested Chinese and Uzbek ministries and departments and embassies of state members in China and Uzbekistan for the purpose of preparation and ensuring the fastest start of mechanisms of SCO.
Ministers gave the assignment to national coordinators to prepare the offers necessary for start of the Secretariat of SCO in Beijing and Executive committee of RATS in Tashkent, since November 1, 2003.
Are signed Protocols on modification of the Charter of SCO, the Shanghai convention on fight against terrorism, separatism and extremism and the Agreement on RATS, in connection with transfer of location of RATS from Bishkek to Tashkent.
Ministers consider that the solution of Chapters of state members of SCO on transfer of Executive committee of RATS from Bishkek to Tashkent will allow to optimize placement and interaction in Central Asia of anti-terrorist forces and will promote increase in efficiency of fight against terrorism, separatism and extremism.
Appreciation of role of the Kyrgyz Republic as initiator of creation of RATS and coordinator on development of the normative legal documents regulating its activities was given and also, gratitude is expressed to the Kyrgyz side for the constructive approach in the solution of question of transfer of Executive committee of RATS from Bishkek to Tashkent.
For the purpose of ensuring effective functioning of SCO, in particular two of its permanent bodies, ministers consider necessary to accelerate preparation of draft conventions on privileges and immunities of SCO, the Agreement between the Government of the People's Republic of China and SCO about conditions of stay of the Secretariat of SCO in the People's Republic of China and the Agreement between the Government of the Republic of Uzbekistan and SCO about conditions of stay of the RATS SCO Executive committee in the Republic of Uzbekistan to complete work on them until the end of 2003.
Ministers confirmed relevance of development of the multilateral agreement about cooperation in fight against drug trafficking, psychotropic substances and precursors until the end of the current year as it was determined at the Moscow summit of SCO.
Ministers noted that special value in realization of installations of the Moscow summit, deepening of regional economic cooperation between six states and further organization development will have the meeting of Council of Heads of Government (Prime Ministers) of state members of SCO which is coming in the third decade of September of this year in Beijing.
The begun preparation for it shall be oriented to decision making which will determine the long-term program goals and specific methods of expansion and promotion of multilateral economic cooperation within SCO by a number of the urgent and perspective directions.
It is agreed that, since this meeting of SMID and prior to meeting of Council of Chapters of state members of SCO in 2004, chairmanship in SCO will be performed by the Republic of Uzbekistan.
Discussion of international issues took place from this point of view the forthcoming 58th session of the United Nations General Assembly. It was emphasized that transnational nature of challenges and threats of the period of globalization dictates need of consecutive consolidation of the international community by multilateral dialogue and collective actions. The UN with its universal nature and unique experience in case of providing international peace is urged to play the coordinating role. The UN needs consecutive adaptation to the evolving international realities in case of that understanding that reforms will increase efficiency of the UN and its Security Council, will rely on clear and accurate criteria.
Ministers confirmed importance of the fastest creation on the basis of the UN of the Global system of counteraction to modern threats and challenges which is turning on multilateral mechanisms of interaction, combining measures of political, economic and social nature. SCO could become indivisible element of such system.
Ministers consider urgent task of the international community strengthening of international legal base in fight against terrorism, including the fastest adoption of the Comprehensive convention on fight against the international terrorism and Conventions on suppression of acts of nuclear terrorism.
The parties confirm the interest in that Central Asia remained the region of the world and stability and in this regard emphasize importance of realization of provisions of the Charter of SCO and the Joint statement of Heads of states of June 14, 2001.
The general aspiration to further intensification of interaction within SCO in the region of Central Asia and around it in the field of fight against terrorism, is confirmed with extremism, separatism and narcothreat. Ministers supported establishing bonds of SCO with the relevant international structures within the common efforts of the international community coordinated by the UN.
Importance and vital need of full-scale integration of Central Asia into world system political and the trade and economic relations based on equality, mutual advantage and democratic ideals is emphasized.
Ministers believe that the Central Asian region having owing to the geographical location huge transit potential shall become component of intercontinental transport corridors.
