About approval of the National program in the field of mental health for 2012-2016
For the purpose of creation of conditions for support, rehabilitation and social integration of persons with mental diseases the Government DECIDES:
1. Approve:
The national program in the field of mental health for 2012-2016 according to appendix No. 1;
The action plan on implementation of the National program in the field of mental health for 2012-2016 according to appendix No. 2.
2. Recommend to local government boards of Chisinau and Belts, administration of the autonomous territorial entity Gagauzia and regional councils:
develop and approve territorial programs in the field of mental health for 2012-2016 and provide financial resources within annual assignments from local budgets for the purpose of implementation of the National program approved by this Resolution with ensuring accomplishment of the action plan;
create the territorial commissions equipped with functions of the organization and control of accomplishment of territorial programs in the field of mental health.
3. Determine that financing of the National program in the field of mental health for 2012-2016 is performed for the account and within means of the national public budget, and also at the expense of fees of the international organizations, donations and grants.
4. To the Ministry of Health to perform monitoring of accomplishment of this Resolution and to inform the Government annually by April 1 on the taken measures.
5. To impose control over the implementation of this Resolution on the Ministry of Health.

1. Mental health is one of priorities of health care system of the Republic of Moldova proceeding from accession of the country to the Helsinki declaration on mental health care of January 12-15, 2005 along with state members of the European community and obvious tendency to the European values.
2. Also the Republic of Moldova the Law No. 166 of July 9, 2010 ratified the Convention of the United Nations on the rights of persons with limited opportunities which changes approach to this problem, in particular rather psychosocial (intellectual, behavioural) and intellectual restrictions of opportunities.
3. On November 26-27, 2010 the Republic of Moldova adopted the European declaration about health of children and teenagers with limited intellectual opportunities and their families "The best health, the better life: children and teenagers with limited intellectual opportunities and their families", new conceptual approach to problems of mental health and intellectual violations thereby was accepted.
