About approval of the Regulations on the organization and functioning of National council on accreditation of suppliers of social services, its structure and the number of staff
For the purpose of accomplishment of article 12 of the Law on accreditation of suppliers of social services No. 129 of June 8, 2012 (The official monitor of the Republic of Moldova, 2012, No. 181184, the Art. 593) DECIDES: the Government
1. Create National council on accreditation of suppliers of social services, subordinated to the Ministry of Labour and Social Protection.
2. Approve:
Regulations on the organization and functioning of National council on accreditation of suppliers of social services according to appendix No. 1;
Structure of National council on accreditation of suppliers of social services according to appendix No. 2.
3. Establish the extreme number of staff of National council on accreditation of suppliers of social services in number of 11 units, including 2 units of support personnel.
4. To perform expenses on the organization and functioning of National council for accreditation of suppliers of social services for the account and within the assignments provided in the government budget and also from other sources according to the current legislation.

to the Order of the Government of the Republic of Moldova of December 28, 2012 No. 998
1. The regulations on the organization and functioning of National council on accreditation of suppliers of social services (further - the Provision) establish procedure for the organization and functioning, the charter, mission, the main functions, powers, the rights and obligations of National council on accreditation of suppliers of social services (further - Council).
2. Council is the administrative authority subordinated to the Ministry of Labour and Social Protection, owns treasurer accounts, seal with the image of the State Emblem and the name.
3. Council performs the activities according to the Constitution of the Republic of Moldova, current laws, presidential decrees of the Republic of Moldova, resolutions of Parliament, ordinances, resolutions and orders of the Government, other regulations, international agreements which party the Republic of Moldova is, and also requirements of this provision.
4. The mission of Council is confirmation of capability of suppliers of social services, irrespective of type of property, form of business and departmental subordination, to deliver high-quality social services.
5. In the activities Council performs the following main functions:
a) estimates quality of social services;
b) makes decisions on accreditation or refusal in accreditation of suppliers of social services, and also decisions on withdrawal of the certificate on accreditation;
c) carries out sudden inspections of accredited suppliers of social services owing to addresses.
6. Council performs the following main powers:
a) introduces to the Ministry of Labour and Social Protection in accordance with the established procedure the offers providing development of regulations about accreditation of suppliers of social services, national standards and programs;
b) establishes selection criteria of experts in assessment;
c) establishes powers of expert groups on assessment;
d) creates and approves structure of expert groups on assessment;
e) develops criteria for evaluation of activities of experts;
f) approves plans of activities of Council;
g) makes decisions on accreditation or on refusal in accreditation of suppliers of social services on the basis of the single criteria which are brought to the attention of all suppliers of social services irrespective of form of business;
h) issues the certificate of accreditation;
i) informs the supplier of social services on the made decision in accreditation and on refusal in accreditation;
j) performs sudden checks of accredited suppliers of social services based on the claims arriving from law enforcement agencies, social inspection and other legal entities or physical persons;
k) stops and/or withdraws the certificate of accreditation;
l) considers claims and resolves the disputes connected with accreditation of suppliers of social services;
m) provides consultations in the field of accreditation of suppliers of social services;
n) will organize and provides training in the field of accreditation of suppliers of social services;
o) develops international cooperation in the field of accreditation of suppliers of social services;
p) performs other powers, stipulated by the legislation in the field.
7. Council is given the following rights:
a) perform activities for the purpose of accomplishment of the plans of activities according to the procedure, established by the law;
b) request from the central and local authorities of public management, and also from the companies, organizations and the organizations information necessary for proper implementation of the activities;
c) involve under the mutual agreement of representatives of the ministries, other central administrative authorities, bodies of local public authority, and also the companies, organizations and organizations in process of consideration and the problem resolution connected with its functional competence;
d) publish within the powers of the instruction conferred by the law, methodical instructions, and also other documents relating to area of its activities;
e) involve national and foreign experts for the purpose of realization of the tasks and functions according to the legislation;
f) visit for the purpose of assessment of suppliers of social services;
g) perform monitoring of procedure for realization by suppliers of social services of the activities constituting subject of their accreditation;
h) have access to documentation of suppliers of social services in the course of their assessment and accreditation according to the procedure, established by the legislation;
