About procedure for quality control of medical care

According to Articles 7, 14, 14-1, 22 Bases of the legislation of Ukraine on health care, subitem 6.5 of the subitem 6 of item 4 of the Regulations on the Ministry of Health of Ukraine approved by the Presidential decree of Ukraine of April 13, 2011 No. 467, for the purpose of effective management of quality of medical care and ensuring increase in level of control of quality of medical care of PRIKAZYVAYU:

1. Approve the Procedure for quality control of medical care which is applied.

2. Determine Management of quality control of medical services responsible for the organization of monitoring of quality control of medical care.

3. To provide to the head of department of quality control of medical services T. Donchenko in accordance with the established procedure submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the deputy minister O. Tolstanov.

5. This order becomes effective from the date of its official publication.

Procedure to quality control of medical care

1. This Procedure is developed for the purpose of implementation and the organization of work concerning quality management of medical care.

Action of this Procedure extends to the Ministry of Health of the Autonomous Republic of Crimea, managements (head departments) of health care of the regional, Kiev and Sevastopol city public administrations (further - managements of health care), health care institutions irrespective of pattern of ownership and subordination (further - health care institutions), physical persons - entrepreneurs who carry out economic activity on medical practice.

2. This Procedure is aimed at providing receipt of proper quality by patients of medical care.

3. Quality of medical care - provision of medical care and holding other actions concerning the organization of provision by institutions of health care of medical care according to standards in health sector. Quality evaluation of medical care - determination of compliance to the provided medical care to the established standards in health sector.

4. Quality control of provision of medical care is exercised by application of methods of external and internal control of quality of medical care, self-assessment of health workers, expert evaluation, clinical audit, monitoring of system of indicators of quality, certification/certification according to requirements of the current legislation of Ukraine and the European Union law.

5. Internal control of quality of provision of medical care is exercised by management of institutions of health care and/or medical councils of institutions of health care within the powers determined by the legislation, in particular by control of qualification of doctors, junior specialists with medical education and professionals with the higher not medical education which work in health care institution; self-assessments of health workers; the organizations of provision of medical care in health care institution; monitoring of realization of management decisions; monitoring of observance of institution of health care of standards by structural divisions in health sector, clinical protocols; monitoring of system of indicators of quality of medical care; studying of opinion of patients concerning the provided medical care.

6. External control of quality of provision of medical care is exercised by bodies of the state executive authority within the powers determined by the legislation, in particular by control of observance of licensed conditions of carrying out economic activity on medical practice, carrying out accreditation of institutions of health care, certification of doctors, junior specialists with medical education, professionals with the higher not medical education which work in health care system, carrying out klinikoekspertny quality evaluation and amounts of medical care.
