Article 1

This Federal Law for the purpose of anti-corruption establishes legal and organizational basis of control of compliance of expenses of person replacing the state position (other person), expenses of his spouse (spouse) and minor children to the income of this person and his spouse (spouse) in the cases and procedure established by this Federal Law (further - control of expenses), and also determines categories of persons concerning which control of expenses, procedure of control of expenses and the mechanism of the address to the income of the Russian Federation of property concerning which the data confirming its acquisition on the legal income are not provided is exercised.

Article 2

1. This Federal Law establishes control of expenses:

1) persons, replacement (occupying):

a) the state positions of the Russian Federation concerning which the Federal constitutional Laws or the Federal Laws do not establish other procedure of control of expenses;

b) positions of board members of the Central bank of the Russian Federation (further - the Bank of Russia);

c) state positions of subjects of the Russian Federation;

d) municipal positions;

e) to represent to position of the Federal State Service, implementation of powers on which involves obligation, data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

e) to represent to position of the public civil service of subjects of the Russian Federation, implementation of powers on which involves obligation, data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

g) to represent to position of municipal service, implementation of powers on which involves obligation, data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

h) positions in the Bank of Russia, implementation of powers on which involves obligation, to represent data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

i) to represent to position in the state corporations, implementation of powers on which involves obligation, data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

j) positions in Fund of pension and social insurance of the Russian Federation, Federal Compulsory Health Insurance Fund, implementation of powers on which involves obligation, to represent data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

k) to represent to position in other organizations created by the Russian Federation based on the Federal Laws, implementation of powers under which involves obligation, data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

l) separate positions based on the employment contract in the organizations created for accomplishment of the tasks set for federal state bodies, implementation of powers on which involves obligation, to represent data on the income, on property and obligations of property nature, and also data on the income, on property and obligations of property nature of the of the spouse (spouse) and minor children;

m) positions of the chief financial representative and financial representatives in spheres of financial services (further also - the financial representative), the head of service of ensuring activities of the financial representative;

o) positions of atamans All-Russian and the army Cossack societies entered in the state register of the Cossack societies in the Russian Federation;
