According to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve the Technical regulation "About Safety of Products of Baby Food" according to appendix.

2. This resolution becomes effective after six months from the date of official publication. This resolution is effective before entry into force in the territory of the Kyrgyz Republic of the corresponding technical regulation of the Customs union.

Technical regulation "About Safety of Products of Baby Food"

Chapter 1. General requirements

1. The purpose of this Technical regulation "About Safety of Products of Baby Food" (further - the Technical regulation) is ensuring protection of life and health of children from impact of dangerous and harmful factors in the foodstuff arising in production processes, storages, transportations, realization and utilizations of products of baby food and the prevention of the actions misleading consumers.

2. This Technical regulation establishes mandatory requirements of safety to products of baby food, processes of their production, storage, transportation, realization and utilization and governs the relations arising:

1) in case of identification of products of baby food;

2) in case of assessment of conformity of foodstuff to requirements of this Technical regulation;

3) when packaging and marking products of baby food.

3. Products of baby food of industrial production, including import belong to subjects of this Technical regulation; the products made in dairy kitchens and research and production departments, for children of infantile, early, preschool and school age (further - products of baby food), specified in appendix 1 to this Technical regulation, and also processes of their production, storage, transportation, realization and utilization.

This Technical regulation does not regulate the following objects:

1) the foodstuff of house preparation, processing and storage intended for home use;

2) the foodstuff and dishes, ready to the use, made in canteens of preschool, school educational institutions and the organizations of health care except for of dairy kitchens and it is scientific - production departments.

4. In this Technical regulation the following terms and determinations are used:

fragrance - the vkusoaromatichesky natural substance with characteristic smell intended for production of food fragrances;

bezglyutenovy products - products from the natural ingredients which are initially not containing gluten, gluten level in which does not exceed 20 mg/kg of product, or product from which gluten is removed during industrial processing, content of gluten in which does not exceed 200 mg na1kg product;

delactosed foodstuff and mixes - product in which content of lactose does not exceed 0,1 of on 1 l of product, ready to the use;

safety of products of baby food - lack of unacceptable risk in all processes (at stages) developments (creation), production (production), turnover and utilization of products of baby food;

biologically active nutritional supplements - the products containing the vitamins, mineral and other substances of natural origin promoting maintenance of health and prevention of diseases;

children of infantile age (baby) - children from the birth to twelve months;

children of early (younger) age are children from twelve months to two years;

children of preschool age are children aged from three up to seven years;

children of the first half of the year of life are children from the birth to six months;

children of school age are children aged from seven up to seventeen years;

children's herbal teas - the product made on the basis of herbs and extracts of herbs;

genetically modified products - the foodstuff made from the gene engineering modified (transgene) plants and animals, the products in the natural or processed type eaten by the person, received from the gene engineering modified plants or animals or from the raw materials made with use of technologies of genetic engineering;

genetically modified organisms - the organism or several organisms, any noncellular, monocelled or multicellular educations capable to reproduction or transfer of heritable genetic material, the other than natural organisms, received using methods of genetic engineering or containing genetically engineered materials, including genes, their fragments or combination of genes;

dye - the nutritional supplement intended for giving, strengthening, recovery of coloring of products of baby food;

dye natural - the mix of the organic painting and accompanying substances received from raw materials of vegetable or animal origin;

dye synthetic - organic dyes or their mix received in the chemical way;

dye inorganic - inorganic substances or their mix of natural origin and (or) received in the chemical way;

preservative - the nutritional supplement intended for increase in expiration dates (storage) in products of baby food, protection them from microbiological spoil;

marking - the texts, trademarks, symbol and drawings bearing information for the consumer and applied on food products, documents, instruction sheets (inserts), labels, counter-labels, kolyeretka, labels, stickers (stickers), consumer pack (packaging);

marking of food characteristics is the description intended to inform the consumer on food properties of foodstuff;

nutritional supplement - the natural or artificial substance and their connections which is specially entered into products of baby food for the purpose of giving of certain properties to them and (or) preserving their quality;
