About approval of the Standard regulations on the organization and functioning of Social service "Personal assistant" and Minimum quality standards

For the purpose of realization of provisions of part (1) Articles 6, Articles 9, Article 10 and part (2) article 12 of the Law on the public assistance No. 547-XV of December 25, 2003. (The official monitor of the Republic of Moldova, 2004, No. 42-44, of the Art. 249), with subsequent changes and amendments, parts (1) article 8 of the Law on social services No. 123-XVIII of June 18, 2010. (The official monitor of the Republic of Moldova, 2010, No. 155-158, of the Art. 541) DECIDES: the Government

1. Approve:

Standard regulations on the organization and functioning of Social service "Personal assistant" according to appendix No. 1;

The minimum quality standards for Social service "Personal assistant" according to appendix No. 2.

2. To service providers of Social service "Personal assistant" to approve own regulations on the organization and functioning based on the Standard provision.

3. The expenses connected with the organization and functioning of Social service "Personal assistant" are born by service providers and are performed within the assignments which are annually provided in the relevant budgets and also the means arriving in the form of donations, grants and from other sources according to the legislation.

4. To service providers of Social service "Personal assistant" to represent to territorial structure of social security, and Agency on management of highly specialized social services - to the Ministry of Labour and Social Protection the annual statement about activities and the achieved results till March 1 of the year following for reporting.

5. To impose control over the implementation of this Resolution on the Ministry of Labour and Social Protection.

6. This Resolution becomes effective since January 1, 2013.

Chapter I General provisions

1. The standard regulations on the organization and functioning of Social service "Personal assistant" (further - the Provision) establish procedure for the organization and functioning of Social service "Personal assistant" for persons with severe forms of restrictions of opportunities.

2. The social service "Personal assistant" (further - Service) is:

specialized - the public assistance created by territorial agencies, the structures responsible for provision of the public assistance and protection of the rights of the child in municipium of Chisinau and the autonomous territorial entity Gagauzia, and also the public associations, funds, private non-commercial institutions registered according to the legislation, performing activities in the social sphere;

highly specialized - created by Agency on management of highly specialized social services.
