1. Approve Regulations on the State register of the legal entities and individual entrepreneurs performing production, storage (as type of business activity), wholesale, retail trade by tobacco products it (is applied).

2. Recognize invalid:

the resolution of the Cabinet of Ministers of the Republic of Belarus of May 4, 1996 No. 303 "About maintaining the special State register of subjects of managing which issues special permissions (licenses) for production and realization, and also storage (as type of economic (entrepreneurial) activity) alcoholic and tobacco products" (Collection of presidential decrees and resolutions of the Cabinet of Ministers of the Republic of Belarus, 1996, to No. 13, by the Art. 336);

the resolution of Council of Ministers of the Republic of Belarus of May 13, 1999 No. 692 "About measures for maintaining the special State register of subjects of managing to which special permissions (licenses) for import, export of alcoholic products, and about modification and amendments in the resolution of the Cabinet of Ministers of the Republic of Belarus of May 4, 1996 are issued to No. 303" (The national register of legal acts of the Republic of Belarus, 1999, No. 40, 5/814).

Regulations on the State register of the legal entities and individual entrepreneurs performing production, storage (as type of business activity), wholesale, retail trade by tobacco products

1. This Provision determines procedure for maintaining by the Ministry of Taxes and Tax Collection (further - the Ministry of Taxes and Tax Collection) the State register of the legal entities and individual entrepreneurs performing production, storage (as type of business activity), wholesale, retail trade by tobacco products (further - the State register).

2. The information about legal entities of the Republic of Belarus (further - legal entities) and the individual entrepreneurs registered in the Republic of Belarus (further - individual entrepreneurs) to whom are issued is entered in the State register:

special permissions (licenses) for implementation of the activities connected with production of alcoholic, non-food alcohol-containing products, non-food ethyl alcohol and tobacco products, including the constituting work and (or) the service "tobacco products manufacture";

special permissions (licenses) for wholesale trade and storage of alcoholic, non-food alcohol-containing products, non-food ethyl alcohol and tobacco products including the constituting works and (or) the services "wholesale trade by tobacco products", "storage of tobacco products";

special permissions (licenses) for retail trade by alcoholic beverages and (or) tobacco products including the constituting work and (or) the service "retail trade by tobacco products".

3.  No. 325 is excluded according to the Resolution of Council of Ministers of the Republic of Belarus of 23.05.2019

4. The bodies performing issue of special permissions (licenses) specified in Item 2 this provision (further - licensing authorities), send to inspectorates of the Ministry of Taxes and Tax Collection for the place of statement them on accounting (further - inspections of the Ministry of Taxes and Tax Collection) the information about legal entities and individual entrepreneurs to whom special permissions (licenses), about loss of special permissions (licenses) and the issued duplicates, introduction of changes in them and (or) amendments, suspension, renewal, the termination of their action, including on one or several separate divisions, shopping facilities, including storage facilities are issued, to the objects of public catering which are not separate divisions concerning one or several works and (or) services constituting the licensed type of activity about cancellation of such special permissions (licenses) in five-day time from the date of making of the specified actions.

Inspections of the Ministry of Taxes and Tax Collection within five working days after receipt of the data specified in part one of this Item send them to inspectorates of the Ministry of Taxes and Tax Collection for areas and Minsk which within five working days after receipt of these data send them to the Ministry of Taxes and Tax Collection.

5. The information about legal entities and individual entrepreneurs to whom special permissions (licenses) are issued includes:

the name of the licensing body which issued special permission (license), its accounting number of the payer;

the name and the location of the legal entity, surname, own name, middle name (if that is available), registration at the place of residence of the individual entrepreneur, accounting number of the payer;;

the name of the licensed type of activity on which implementation special permission (license) is issued;

data on the works and (or) services constituting the licensed type of activity;

type (group) of products at his (her) specifying in special permission (license);

data on separate divisions, shopping facilities, including storage facilities, the objects of public catering which are not separate divisions with indication of constituting the licensed type of activity of works and (or) services for each separate division, the shopping facility, including storage facility, object of public catering, not being separate divisions;

special licensed requirements and conditions in case of their specifying in special permission (license);

registration number of special permission (license) number and decision date of the licensing body about issue of special permission (license).

6. Data on issue of duplicates of special permissions (licenses), modification and (or) amendments in special permissions (licenses) and (or) appendices to them, suspension and renewal of their action change and (or) supplement the data specified in Item 5 of this provision.

7. The structure of the data represented by licensing authorities with use of means of electronic communication is determined by the Ministry of Taxes and Tax Collection.
