About Rules of payment by Social fund of the Kyrgyz Republic of means of pension accruals of the State accumulation pension fund

For the purpose of establishment of payment procedure by Social fund of the Kyrgyz Republic of means of pension accruals of the State accumulation Government of the Kyrgyz Republic pension fund decides:

1. Approve Rules of payment by Social fund of the Kyrgyz Republic of means of pension accruals of the State accumulation pension fund (further - Rules) according to appendix.

2. To provide to social fund of the Kyrgyz Republic payment of means of pension accruals of the State accumulation pension fund according to the Rules approved by Item 1 of this resolution in the following procedure:

since the moment determined by the legislation of the Kyrgyz Republic - to heirs of the died insured person;

since January 1, 2013:

a) to the citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who left or leaving on the permanent residence;

b) to the working pensioners having the pension accruals considered in accumulated portion of the personal insurance account and exempted since January 1, 2012 from payment of insurance premiums in the State accumulation pension fund;

since January 1, 2013, but not earlier than from the date of emergence of pension entitlement on the national pension social insurance, the following categories of insured persons:

a) excluded from forming of investment part of the state pension since January 1, 2012: to the men born before January 1, 1964 and the women born before January 1, 1969;

b) retiring according to the Law of the Kyrgyz Republic "About the national pension social insurance";

c) retired according to the Law of the Kyrgyz Republic "About provision of pensions of the military personnel".

3. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

4. This resolution becomes effective from the date of official publication.

Appendix

Rules of payment by Social fund of the Kyrgyz Republic of means of pension accruals of the State accumulation pension fund

1. General provisions

1. The investment part of the state pension is granted and paid to the receivers having pension accruals in accumulated portion of the personal insurance account including:

1) to the pensioners receiving pension according to the Law of the Kyrgyz Republic "About the national pension social insurance";

2) to the persons having pension entitlement and who addressed for its appointment according to the Law of the Kyrgyz Republic "About the national pension social insurance";

3) to the citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who left or leaving on the permanent residence;

4) to heirs of the died insured person;

5) to the pensioners who retired according to the Law of the Kyrgyz Republic "About provision of pensions of the military personnel";

6) to the persons, their spouses who are obtaining or obtained mortgage loan through commercial banks, other financial credit institutions, National Bank of the Kyrgyz Republic, the city hall of the cities of Bishkek and Osh in the amount is at least pyatist of settlement indicators no more from the amount of remaining balance of mortgage loan;

8) to persons recognized in accordance with the established procedure as the official unemployed.

2. Payment types, the pension accruals performed at the expense of means

2. At the expense of means of the pension accruals created for benefit of insured person the following payment types are performed:

- lump sum payment;

- urgent (during the certain period);

- payment once to persons recognized in accordance with the established procedure as the official unemployed in monthly size of no more subsistence minimum for the working-age population (which actually developed for previous year), for the term of no more than three months;

- payment repeatedly to persons specified in subitem 6-3 of Item 1 of these rules according to the bank guarantee according to appendix 7 to these rules.

3. Lump sum payment is performed to the following categories of insured persons:

- to the persons receiving disability pension of I and II groups whose disability is established without the term of re-examination (is termless), and also having the right to such type of pension and who addressed for its appointment according to the Law of the Kyrgyz Republic "About the national pension social insurance";

- for choice - to persons having pension entitlement on age and disability (except for persons specified in the paragraph the second this Item) and addressed for its appointment according to the Law of the Kyrgyz Republic "About the national pension social insurance".;

- to the citizens of the Kyrgyz Republic, foreign citizens and persons without citizenship who left or leaving on the permanent residence, submitted the documents confirming intention or the fact of departure;
