According to the paragraph the sixth Article 12 and article 18 of the Law of the Republic of Belarus of May 26, 2012 "About legal regime of the territories which underwent to radioactive pollution as a result of catastrophic crash on the Chernobyl NPP" Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Regulations on procedure for providing and cancellation of the kontrolnopropuskny mode in the territories of evacuation area (alienation), zone of first-priority settling out and zone of the subsequent settling out from which the population is settled out.

2. Recognize invalid:

the resolution of Council of Ministers of the Republic of Belarus of September 13, 2007 No. 1165 "About modification and amendments in the resolution of Council of Ministers of the Republic of Belarus of February 28, 2006 No. 299" (The national register of legal acts of the Republic of Belarus, 2007, No. 226, 5/25789);

subitem 1.10 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of November 4, 2007 No. 1452 "About modification and amendments in some resolutions of Council of Ministers of the Republic of Belarus concerning activities of law-enforcement bodies of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2007, No. 274, 5/26094);

subitem 1.36 of Item 1 of the resolution of Council of Ministers of the Republic of Belarus of December 23, 2008 No. 2010 "About modification and amendments in some resolutions of Council of Ministers of the Republic of Belarus concerning documentation of the population of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2009, No. 14, 5/29066);

Regulations on procedure for providing and cancellation of the check mode in the territories of evacuation area (alienation), zone of first-priority settling out and zone of the subsequent settling out from which the population is settled out

CHAPTER 1 GENERAL PROVISIONS

1. This Provision developed according to the paragraph the sixth Article 12 and article 18 of the Law of the Republic of Belarus of May 26, 2012 "About legal regime of the territories which underwent to radioactive pollution as a result of catastrophic crash on the Chernobyl NPP" (The national register of legal acts of the Republic of Belarus, 2012, No. 63, 2/1937), is determined procedure for providing and cancellation of the check mode in the territories of evacuation area (alienation), zone of first-priority settling out and zone of the subsequent settling out from which the population is settled out.

2. The check mode is set in the territories of evacuation area (alienation), zone of first-priority settling out and zone of the subsequent settling out from which the population is settled out, for the purpose of prevention of unauthorized stay of citizens, entrance of all types of vehicles and other equipment (further - vehicles), export (import) of property without properly the processed documents, and also providing sanitary and fire-proof condition of these territories.

3. The check mode will be organized by Administration of exclusion zones and settling out of the Ministry of Emergency Situations (further - Administration of exclusion zones and settling out), provided with law-enforcement bodies and the public nature protection scientific research institution "Polesia National Radiation and Ecological Park" (further - PGREZ organization) in the territory of this organization.

4. For providing the check mode with law-enforcement bodies, PGREZ organization stationary and portable check-points are created (further - the check point), patrol is performed.

5. Dislocation of the check point of law-enforcement bodies is annually determined by the Departments of Internal Affairs of the Gomel and Mogilev regional executive committees together with Administration of exclusion zones and settling out in coordination with district executive committees and regional executive committees.

Dislocation of stationary check points of PGREZ organization is determined by his director in coordination with district executive committees, Administration of exclusion zones and settling out and Department by mitigation of consequences of catastrophic crash on the Chernobyl NPP of the Ministry of Emergency Situations (further - Department).

Dislocation of portable check points of PGREZ organization is determined by his director.

6. Routes of patrol of divisions of law-enforcement bodies are established according to the procedure, provided in part one of Item 5 of this provision.

Routes of patrol of security service of PGREZ organization are established by his director.

7. Documents on the right of stay of citizens in the territories of evacuation area (alienation), zone of first-priority settling out and zone of the subsequent settling out from which the population is settled out and on which the check mode (is set further if other is not determined - the territories in which the mode is set kontrolnopropuskny), entrance of vehicles on such territories, export (import) of property out of their limits the omission and the identity document are.
