About approval of the Provision on involvement of foreign specialists and procedure for expense recovery by their invitation

For the purpose of training of highly qualified personnel in the field of the prevention and liquidation of emergency situations for bodies and divisions of the Ministry of Emergency Situations of the Republic of Kazakhstan and according to the Law of the Republic of Kazakhstan "About education" of July 27, 2007, the State program of development of education of the Republic of Kazakhstan for 2011-2020 approved by the Presidential decree of the Republic of Kazakhstan of December 7, 2010 No. 1118, I ORDER:

1. Approve the enclosed Provision on involvement of foreign specialists and procedure for expense recovery by their invitation.

2. GU "Kokshetau Technical Institute of the Ministry of Emergency Situations of the Republic of Kazakhstan" annually to develop the schedule of the invitation of foreign specialists and to constitute expense budget by their invitation.

3. This order inform the interested bodies and divisions of system of the Ministry.

4. To impose control of execution of this order on the chief of staff of the Ministry of Emergency Situations of the Republic of Kazakhstan Okasov S. K.

5. This order becomes effective from the date of signing.

Provision on involvement of foreign specialists and procedure for expense recovery by their invitation

1. Scope

1.1. This Provision on involvement of foreign specialists and procedure for expense recovery by their invitation (further - the Provision) determines rules of involvement of foreign specialists and procedure for expense recovery by their invitation.

1.2. This Provision is part of documentation of Educational and methodical department of Public institution "Kokshetau technical institute of the Ministry of Emergency Situations of the Republic of Kazakhstan" (further - Institute).

2. Normative references

2.1. In this Provision references to the following regulating documents are used:

- The law of the Republic of Kazakhstan of July 27, 2007 "About education";

- The state program of development of education of the Republic of Kazakhstan for 2011-2020 approved by the Presidential decree of the Republic of Kazakhstan of December 7, 2010 No. 1118;

- State obligatory standard of formation of the Republic of Kazakhstan 5.04.019-2008 Higher education. Bachelor degree. Basic provisions;

- the guidance letter of the Ministry of Education and Science of the Republic of Kazakhstan No. 03.2/844 of May 14, 2011.

3. General provisions

3.1. This Provision developed based on the Charter of Institute proves and disaggregates the direction, use, registration and recognition of the expenses made according to the program 6.0 "Training of specialists with higher education".

3.2. This Provision is developed according to the Law of the Republic of Kazakhstan "About education" and agreements (agreements) on mutual understanding and cooperation in educational, research and other educational activities between Institute and foreign partner higher education institutions on the basis of common interests in the field of science and education by the principles of mutual benefit and the mutually acceptability.

3.3. The foreign citizen, the scientist or the specialist in the field of the prevention and liquidation of emergency situations of natural and technogenic nature, to ensuring fire, industrial and radiation safety, the organization of Civil defense, information technologies, medicine of catastrophic crashes and psychological service, and also other fields of activity of the Ministry of Emergency Situations of the Republic of Kazakhstan arriving by the personal invitation of management of Institute with short-term or long-term visit for holding lectures, seminars, trainings, masterklass, rates, consultations for students, performances with scientific reports at conferences is considered "The foreign specialist".

3.4. Expenses on involvement of foreign specialists in this Provision are understood as the expenses connected with the invitation of foreign specialists in the field of rendering educational services, made for the purpose of training of specialists with the higher and postgraduate education on specialties according to state standards.

Expenses on payment of transportation from the place of their accommodation and activities to the venue of actions by Institute in the territory of the Republic of Kazakhstan and back, payments in cash (the fee, remuneration), payments of material nature (payment of expenses for accommodation, expenses on food) belong to expenses on involvement of foreign specialists. Expenses on the organization of banquets, leisure, entertainments or rest are not subject to compensation.

3.5. This Provision regulates the procedure of involvement of foreign scientists and the invited specialists for participation in educational and scientific processes in priority areas of development of Institute.

4. Procedure of the invitation

4.1. The department or structural division of Institute gives to management of Institute representation reasons in a free form on the invitation of the foreign specialist. Previously, the structural division shall agree on need of the invitation and financial opportunity within the staff list or expense budget with financial and economic division which signs the request and expense budget.

4.2. The chief of institute or the supervising deputy, personal letter invites the foreign specialist.

4.3. The implementation of actions by the invitation of the foreign specialist is carried out through management of foreign higher educational institution with which the Institute signs the contract for accomplishment of services in their acceptance.

4.4. Interaction with Migratory service of the Republic of Kazakhstan performs Institute.

4.5. The educational and methodical department of Institute draws up the Invitation for receipt of the ordinary business visa or working visa to foreign specialists for a period of up to 3 months.

4.6. For the invitation of the foreign specialist the interested structural division shall provide in educational and methodical department:

a) the completed internal request questionnaire;
