Rules of accreditation of the organizations on conducting energy examination and electrolaboratories

1. General provisions

1. These rules of accreditation of the organizations on conducting energy examination and electrolaboratories (further - Rules) are developed according to the subitem 23) of article 5 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" (further - the Law) determines procedure and terms of accreditation of the organizations on conducting energy examination and electrolaboratories.

2. In Rules the following basic concepts are used:

1) accreditation - the procedure of official recognition of competence of the organizations by authorized body to carry out energy expertize and competence of the electrolaboratories used for production needs;

2) the certificate on accreditation - the document confirming official recognition of competence of the organization by authorized body to carry out energy expertize and competence of the electrolaboratory used for conducting energy examination or production needs;

3) the expert - the physical person performing activities for conducting energy examination as the employee of the expert organization, having the higher education on the corresponding specialty and length of service in the specialty on the specialist's positions in the field of power industry at least 3 years or average technical and professional (average special, average professional) education on the corresponding specialty (qualification) and length of service in the specialty in the field of power industry on the specialist's positions at least 5 years and also electrical safety group (it is IV and above group);

4) the expert organization - the organization accredited on conducting energy examination;

5) authorized body - state body on the state energy control;

7) the expert organization 2 categories - the organization accredited by authorized body on conducting energy examination of consumers of electrical and heat energy with the attached capacity of electrical units to 500 kVA (Kilovoltampere) and (or) thermal installations to 1 Gcal/hour (Gigacalories per hour), having in the state at least three experts, electrolaboratory on the property right or other legal cause, work experience in the field of conducting energy examination at least two years;

8) the expert organization 3 categories - the organization accredited by authorized body on conducting energy examination of consumers of electrical and heat energy with the attached capacity of electrical units to 100 kVA and (or) thermal installations to 1 Gcal/hour, having in the state at least one expert and electrolaboratory on the property right or other legal cause;

9) electrolaboratory - the stationary or portable station, the stand, installation intended for carrying out researches, testing, equipped with the corresponding test equipment, measuring instruments and protection. The portable test equipment or measuring instruments are equated to portable electrolaboratory.

3. Accreditation of the organizations on conducting energy examination is performed by authorized body, accreditation of electrolaboratories - territorial subdivisions of authorized body.

4. For passing of accreditation of the organization on conducting energy examination the following documents are submitted:

1) the statement for accreditation of the organization on conducting energy examination according to appendix 1 to Rules;

2) copies of the charter and certificate on state registration (re-registration) of the legal entity;

3) the copy of the certificate on statement of the applicant on accounting in tax authority;

4) about availability of experts;

5) certificate on accreditation of electrolaboratory;

6) about availability of electrolaboratory - for the organizations having electrolaboratory not on the property right;

7) about qualification of the personnel servicing electrolaboratory and its admission to testing (measurements) - for the organizations using not own electrolaboratory;

8) about experience of work in the field of conducting energy examination (for the expert organizations 1 and 2 of categories).
