About measures for further enhancement of the organization of activities and development of farming in Uzbekistan

Farmer movement in the country turns into prime manufacturer of agricultural products and the powerful obshchestvennopolitichesky force capable to take the responsibility for further development agrarian and other related industries and productions, and also increase in level and quality of life of the population.

First of all it is about further enhancement and increase in efficiency of farms, expansion of their rights and powers, strengthening of their role in use of land and water resources and framed potential production, the accelerated development and improvement of the village, employment and wellbeing of the population.

It is necessary to recognize that the system of the organization and management of farmer movement operating nowadays, in particular, activities of Association of farms and its territorial structures, poorly influences processes of reforming and increase in productivity of farm-production and acceleration of the solution of the tasks facing farming.

For the purpose of ensuring realization with farmer movement of the tasks facing it in modern conditions of deepening of democratization of society, further reforming and liberalization of economy, increase in role and value of farms as key link of sustainable and effective development of the agrarian sector of the country, population growth in prosperity:

1. Consider the most important tasks of the Cabinet of Ministers of the Republic of Uzbekistan, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and areas:

further enhancement of the legislative and normativnopravovy base aimed at the development and strengthening of the rent relations in the village, ensuring protection of the rights, interests and effective activities of farms as the leading link and form of the organization of farm-production;

organizational strengthening of farming, creation of efficient mechanisms of self-government of farms, enhancement of their relations with bodies of the public and economic board, the procurement, supplying and servicing organizations;

2. Approve the Program of measures for further enhancement of the regulatory framework of development of farming directed to strengthening of economic independence and financial stability of farms according to the appendix N 1.

3. The republican commission on deepening of economic reforms in agricultural industry (Sh. M. Mirziyoev):

in two weeks to provide development and statement of the public and economic board by bodies, Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas, and also other interested organizations of specific actions for timely and high-quality program implementation;

establish system control of the course of implementation of actions, the included in the Program, and coordination of activities of the relevant republican and territorial authorities of the public and economic board, the government on places, and also other interested organizations;

monthly to consider the program implementation course at meetings of the Republican commission on deepening of economic reforms in agricultural industry, having provided hearing of reports of heads of the territorial commissions on deepening of economic reforms in agricultural industry about the done work.

Determine that the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokima of areas and areas - heads of the territorial commissions on deepening of economic reforms in agricultural industry bear the personal responsibility for timely and high-quality execution of the actions provided by this Decree.

4. Agree:

with the decision of conference of Association of farms of Uzbekistan on its abolition in accordance with the established procedure;

with initiative of farms about creation of Council of farmers of Uzbekistan, councils of farmers of the Republic of Karakalpakstan, areas and areas (further - councils of farmers) with organizational structure according to the appendix N 2.

Determine the major tasks and activities of Council of farmers of Uzbekistan, councils of farmers of the Republic of Karakalpakstan, areas and areas:

development of offers on further enhancement of the legislation in the field of development of farming, strengthening of material and financial resources of farms and ensuring reliable protection of their property relations;

protection of the rights and legitimate interests of farms, including in the relations with bodies of the public and economic board, the government on places, the procurement, supplying and servicing organizations, and also by hearing of cases in courts;

implementation of public control for the purpose of ensuring the principles of openness, transparency and legality during creation and reorganization of farms, allocation by it in long-term lease of the parcels of land;

development assistance of multi-profile farms, implementation in their activities of effective water saving technologies, first of all drop irrigation, modern informatsionnokommunikatsionny technologies;

assistance in creation and expansion of network of the consulting centers in the village for legal, economic, financial, agrotechnical and other issues, and also different forms of cooperation of farms on production, purchases, conversion and sales of products.
