About approval of Rules of conducting investigation and accounting of technology violations in work of single electric utility system, power plants, district boiler rooms, power and thermal networks

According to the subitem 29) of article 4 of the Law of the Republic of Kazakhstan of July 9, 2004 "About power industry" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of conducting investigation and accounting of technology violations in work of single electric utility system, power plants, district boiler rooms, power and thermal networks.

2. This resolution becomes effective after ten calendar days after the first official publication.

Rules of conducting investigation and accounting of technology violations in work of single electric utility system, power plants, district boiler rooms, power and thermal networks

1. General provisions

1. These rules of conducting investigation and accounting of technology violations in work of single electric utility system, power plants, district boiler rooms, power and thermal networks (further - Rules) determine procedure for conducting investigation and accounting of technology violations in work of single electric utility system, power plants, district boiler rooms, power and thermal networks.

2. In these rules the following basic concepts are used:

1) single electric utility system of the Republic of Kazakhstan - set of the power plants, power lines and substations providing reliable and high-quality power supply of consumers of the Republic of Kazakhstan (further - EEC);

2) refusal - the process consisting in violation of operating state of the power company or its equipment;

3) wrong actions - action or failure to act of personnel which brought or did not prevent emergence of technology violation;

4) complete dumping of loading - dumping of electric and thermal loading at the same time;

5) idle time - non-working condition of the power station;

6) investigation - the action performed by the commission created for identification of origins of technology violation;

7) system operator - the organization exercising centralized operativnodispetchersky control, ensuring parallel work with power supply systems of other states, maintenance of balance in power supply system, rendering system services and acquisition of support services at subjects of the wholesale market of electrical energy and also transfer of electrical energy on national power grid, its maintenance and maintenance in operational readiness;

8) the spontaneous phenomena - limiting exceeding of parameters of the environment (natural nature) which power stations and their separate elements are expected;

9) technology violation - refusal or damage to machinery and (or) networks, including owing to ignition or explosions, variation from the set modes, forced shutdown or restriction of operability of the equipment or its defect which led to violation of production process, transfer, consumption of electrical and heat energy.

Classification of technology violations is performed according to the criteria given in Appendix 1 to these rules.

Classification signs of the reasons of technology violations are given in Appendix 2 to these rules;

10) authorized body in the field of power industry - the state body performing management in the field of power industry;

11) authorized body in the field of industrial safety - the state body performing management in the field of industrial safety;

12) the energy companies which - are power transferring, power making and power supplying the organizations;

13) power node - the isolated territory having infrastructure community in the field of heat and electric utility services;

14) the power station - the equipment intended for production, accumulating, transformation, transfer, distribution or consumption of heat or electrical energy.

2. Procedure for conducting investigation of technology violations

3. The technology violations which are subject to investigation:

1) damages during the operation of the energy equipment, buildings and constructions which are part of energy object;

2) the inadmissible variations of technical (technology) parameters of condition (work) of power stations, electric and (or) thermal networks and their elements which caused their conclusion from work. Variation of indicators of quality of electrical and (or) heat energy from the standard;

3) complete or partial unscheduled outage of power receivers of consumers because of the power supplying organization.

4. The power company within one hour from the moment of emergence of technology violation and the happened accidents represents the operational message to state body on the state energy control (further - Gosenergonadzor) and to the system operator according to the Plan of provision of operational messages approved by Gosenergonadzor.

The management of the energy company in time no later than 12 hours from the moment of emergence of technology violation sends the written message on technology violations to Gosenergonadzor and the system operator, connected with:

1) shutdown of electric substation of 220 kV and above;

2) complete dumping of loading (thermal or electric) power plant;

3) damage of the capital equipment of electric substations of 220 kV and above, power lines of 220-1150 kV;

4) the termination of circulation or damage of the bulk distribution line to heating systems during heating season;

5) damage of 10 and more power lines of 35 kV and above, within one energy company as a result of the spontaneous phenomena;

6) the fires, explosions with damage to machinery;

7) the wrong actions of personnel which led to damage (shutdown) of the capital equipment or cases of injury rate, to accidents;

8) gaps of dams of zoloshlakovy dumps or dikes of hydroconstructions, and also collapse of the main structures of buildings and constructions;

9) misoperation of automatic equipment of restriction of overflow of capacity in networks of 220 kV.

5. Operational and written messages contain the following data:

1) date and time of emergence of technology violation, the name of the energy company and the failed equipment;

2) alleged causes of technology violation;

3) the list of the fulfilled protection, automatic equipment and blocking;

4) expected amount of damage and effect of technology violation, liquidation time.
