1. Establish and enact since limiting January 1, 2013 the minimum and maximum levels of rates for the electrical energy delivered to the population and categories of consumers equated to it, on average on subjects of the Russian Federation for 2013 according to appendix.

2. In subjects of the Russian Federation in the territory of which the decision on establishment of social norm of consumption of electrical energy (capacity) is made or pilot projects on introduction of social norm of consumption of utility on power supply will be implemented, the extreme maximum levels of rates for the electrical energy delivered to the population and categories of consumers equated to it over social norm of consumption of electrical energy (capacity) are equal to economically reasonable price level on electrical energy (capacity) delivered to the population and categories of consumers equated to it in appropriate subject of the Russian Federation and represent the amount of the following composed:

the cost of unit of electrical energy taking into account capacity cost determined proceeding from the scopes of supply of electrical energy and scopes of supply of capacity included in the balance estimation for the purposes of supply of the population and categories of consumers, indication prices of electrical energy and of capacity of the population and categories of consumers equated to it equated to it in appropriate subject of the Russian Federation;

the cost of services in transfer of unit of electrical energy on power networks with which use delivery of electrical energy (capacity) to the population and categories of consumers equated to it is performed;

the amount of the prices (rates) for other services which rendering is integral part of process of electric power supply to consumers; the sales allowance of the guaranteeing supplier for the corresponding category of consumers.

3. Executive bodies of subjects of the Russian Federation in the field of state regulation of rates make differentiation of rates on zones (hours) of days according to the current legislation.

4. The executive body of the subject of the Russian Federation in the field of state regulation of rates in week time from the date of decision making about establishment of rates represents the verified copy of this decision to Federal Tariff Service.
