About approval of structure and Rules of development, review, approbation and application of professional standards

1. Approve:
1) Structure of the professional standard according to appendix 1 to this order;
2) Rules of development, review, approbation and application of professional standards according to appendix 2 to this order.
2. To department of work and social partnership (Sarbasov A. A.) in the procedure established by the legislation to provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its official publication.
3. To impose control of execution of this order on the vice-Minister of Labour and Social Protection of the population of the Republic of Kazakhstan Nurymbetov B. B.
4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. "General provisions" are described by scope of the professional standard, and also terms and determinations, the used reducings.
Chapter 2. "The passport of the professional standard" determines:
1) general introduction information about the professional standard (name);
2) purpose of development of the professional standard;
3) the short description of the professional standard containing general characteristic of professional groups / subgroups, the works performed within the professional standard.
Chapter 3. The "Cards of professions" containing by each profession within professional subgroup the consecutive description of the characteristic of cards of professions with indication of:
1) code according to the Qualifier of occupations;
2) the name of profession according to the Qualifier of occupations;
3) skill level on national (industry) frame of qualifications;
4) skill level for profession according to single wage rate book of works and professions of workers, the job evaluation catalog of positions of heads, specialists and other employees, standard qualification characteristics of positions of heads, specialists and other employees of the organizations;
5) level of professional education;
6) labor functions;
7) skills;
8) knowledge;
9) requirements to personal competences;
10) communication with other professions within the industry frame of qualifications containing professions which are received by workers in the professional development according to the card of professional qualification.
4. The professional standard can be added with other Sections and/or appendices when such amendment is relevant to disclosure of features of requirements to skill level and competence, to content, quality and working conditions in specific area of professional activity.
In case of amendment of PS by heads and/or appendices, each in addition represented Chapter and (or) appendix shall have the corresponding designation ("Chapter", "appendix"), and also the name.

1. Rules of development, review, approbation and application of professional standards (further - Rules) are developed according to the Labor code of the Republic of Kazakhstan and establish procedure for development, review, approbation and application of professional standards (further - the professional standard) authorized state bodies of the corresponding fields of activity (further - authorized state body) together with National chamber of entrepreneurs of the Republic of Kazakhstan, branch associations of employers and branch associations of workers.
In these rules the following terms and determinations are applied:
qualification - degree of readiness of the worker for high-quality accomplishment of specific labor functions;
skill level - set of requirements to level of training and the employee competence differentiated in parameters of complexity, non-standard of labor actions, responsibility and independence;
labor function - enrollment of the interconnected actions directed to the solution of one or several tasks of process of work;
the professional standard - the standard determining in specific area of professional activity of the requirement to skill level and competence, content, quality and working conditions;
the register of professional standards - the single information database about professional standards which is kept by authorized state body on work;
profession - the main occupation of labor activity of the person requiring the certain knowledge, abilities and practical skills acquired as a result of special preparation and confirmed by the relevant documents on education;
professional subgroup - the set of professions created by complete set of labor functions and competences, necessary for their accomplishment;
competence - employee ability to apply knowledge, abilities and experience in labor activity;
the user - state bodies, the organizations (company), physical persons;
industry frame of qualifications - the structured description of the qualification levels recognized in industry;
industry council - council on forming of qualification system of state body of the corresponding field of activity is the advisory advisory body coordinating work on development of industry frame of qualifications and professional standards under state body;
