About measures for streamlining of situation in the sphere of names of geographical objects according to the Law of the Republic of Uzbekistan "About names of geographical objects"

In pursuance of the Law of the Republic of Uzbekistan "About names of geographical objects", and also for the purpose of further enhancement and effective realization of state policy in the field of assignment of names and renaming of geographical objects the Cabinet of Ministers decides:

1. Approve:

Regulations on the Republican commission on questions of assignment of names and renaming of geographical objects to soglasnoprilozheniye No. 1;

structure of the Republican commission on questions of assignment of names and renaming of geographical objects according to appendix No. 2;

Standard regulations on the territorial commissions on questions of assignment of names and renaming of geographical objects according to appendix No. 3.

2. Republican and to the territorial commissions according to their powers to provide:

comprehensive study of offers on assignment of names and renaming of geographical objects with issue of the corresponding conclusions to the bodies which made offers;

the organization of state examination of offers on assignment of names and renaming of geographical objects regarding their compliance to requirements of the legislation on names of geographical objects;

preserving names of the geographical objects connected with historical and cultural heritage, spiritual and ethnic values of the people of Uzbekistan, prevention of their unreasonable renaming;

non-admission of renaming of geographical objects and assignment of names by it alien to national traditions and mentality of the people of Uzbekistan;

exception of cases of manifestation of regionalism, nepotism, abuse of official position in case of assignment of names and renaming of geographical objects;

objectivity and transparency in case of decision making, and also observance of the procedure and terms of consideration of offers on assignment of names and renaming of geographical objects;

observance of the set restrictions in the sphere of assignment of names and renamings of geographical objects names of people, and also in honor of historical events;

studying and accounting of geographical, historical, national, ethnic, language and other peculiarities of life of local population;

non-admission of assignment of identical names to geographical objects within one administrative and territorial unit;

compliance of the appropriated names to the existing system of names of geographical objects in that area in which object is located geographical;

exception of the misleading similarity of names of geographical objects, scornful values, meaning incompatibility of these names with history, traditions and culture of the people of Uzbekistan.

Confer on heads of the territorial commissions the personal responsibility for ensuring unconditional fulfillment of requirements of the legislation on names of geographical objects.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, areas and cities in ten-day time:

on the basis of the approved Standard provision to develop and approve regulations on the commissions of the Republic of Karakalpakstan, areas, areas and cities concerning assignment of names and renaming of geographical objects (further - the territorial commissions);

approve staff of the territorial commissions headed by the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas, areas and cities, with inclusion in structure of the commissions of heads and employees of territorial authorities of the public and economic board, public authorities on places, representatives of institutes of civil society, self-government institutions of citizens, and also the scientists and culture, experts, specialists and other persons having special knowledge of the corresponding fields of activity.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, areas and cities together with Goskomzemgeodezkadastr of the Republic of Uzbekistan:

till December 25, 2013 on the basis of this official cartographical and reference media, statistical, archival, historical and other sources to carry out inventory count and normalization of names of areas, cities, settlements, kishlaks, auls, settlements and their components according to requirements of article 4 of the Law of the Republic of Uzbekistan "About names of geographical objects";

following the results of the done work to make in accordance with the established procedure relevant proposals in the Cabinet of Ministers of the Republic of Uzbekistan, the Jokargi Kenes of the Republic of Karakalpakstan, Kengasha of People's Deputies of areas, areas and the cities.

5. To Goskomzemgeodezkadastr of the Republic of Uzbekistan:

create based on the existing divisions within the number of managerial personnel of the subordinated organizations of Goskomzemgeodezkadastr, Republican toponymic service with assignment of functions on it on conducting state examination, accomplishment of toponymic and other scientific research, normalization and state registration of names of geographical objects, creation and maintaining the State register of names of geographical objects, development of regulatory legal acts, catalogs and reference books of names of geographical objects;

organize evidence-based, system work on review of names of geographical objects on the basis of this official cartographical and reference media, statistical, archival, historical and other sources;

in three-months time to develop and implement effective system of conducting state examination of offers on assignment of names and renaming of geographical objects with involvement of experts in the sphere of geography and toponymics, and also leading experts of the corresponding industries;

in three-months time to take necessary measures for creation and maintaining the State register of names of geographical objects, to create the electronic database;

together with the Ministry of Justice of the Republic of Uzbekistan to make in the Cabinet of Ministers offers on the changes and amendments in the legislation following from this resolution and the Law of the Republic of Uzbekistan "About names of geographical objects" in a month.

6. Determine that financing of works on establishment, normalization and state registration of names of geographical objects, and also preparation and the edition of their official catalogs and reference books will be performed within the budgetary appropriations which are annually provided to Goskomzemgeodezkadastr in parameters of the Government budget of the Republic of Uzbekistan.
