About approval of the Program of reforming of public services for 2012-2015

For the purpose of accomplishment of the Program of activities of the Government "European integration: Freedom, Democracy, the Welfare" for 2011-2014, deep restructuring of the central public administration, creation of the effective, functional and steady institutional base providing rule of law and provision to the population of high-quality public services, transformations of board and increase in achievements of public management including through information and communication technologies, dekontsentration of public services by decrease in bureaucracy, implementation of electronic board and electronic services for citizens DECIDES: the Government

1. Approve the Program of reforming of public services for 2012-2015 it (is applied).

2. To the ministries, other central administrative authorities, administrative authorities, public organizations and state companies: take necessary measures for accomplishment of the actions provided in the Program of reforming of public services for 2012-2015; once a half-year to report on the State office on the course of accomplishment of the Program of reforming of public services for 2012-2015.

3. State office:

perform monitoring of accomplishment of the Program of reforming of public services for 2012-2015, generalize and provide to the Government this information;

in 30-day time to develop and submit to the Government for consideration Methodology of establishment of the minimum quality standards and rates for paid public services.

4. To cover the expenses connected with enforcement of this resolution for the account and within the budgetary appropriations approved for the public bodies and organizations responsible for implementation and also at the expense of other sources according to the current legislation.

The program of reforming of public services for 2012-2015

1. Introduction

Program of activities of the Government of the Republic of Moldova "European integration: Freedom, Democracy, the Welfare" for 2011-2014 provides the following tasks in the Section concerning reform of the central public management:

a) deep restructuring of the central public management for the purpose of creation of the effective, functional and steady institutional base providing rule of law and provision to the population of high-quality public services;

b) transformation of board and increase in achievements of public management, including through ICT; decentralization of public services by decrease in bureaucracy;

c) implementation of the electronic government and electronic services for citizens.

For accomplishment of these tasks following from priorities of the Government in the field of reform of the central public management, the Action plan of the Government for 2012-2015 approved by the Order of the Government No. 289 of May 7, 2012 in the Section of upgrade of public services establishes the following actions:

a) accomplishment of the profound analysis of the public services provided by the central administrative authorities; determination of the public services which are most influencing vulnerable segments of the population and economic agents;

b) development and deployment of programs of complex reforming of public services;

c) introduction of the minimum quality standards for public services and system of indicators of monitoring/assessment of their quality, and also instruments of submission of claims to the public services provided below the expected level;

d) development of methodology of transparent and fair establishment of rates for public services, and also implementation of independent regulators (specialized agencies) of calculation of these rates;

e) creation of the State register of public services according to experience of the states with the high level of democracy;

f) ensuring access of citizens to public information, reducing bureaucracy and administrative expenses by use of tools of electronic board, including by development and upgrade of web pages of bodies of the central and local public authority and by means of informatization of public services.

The strategic task on upgrade of public services by automation / digitalizatsii and reorganization of business processes can be found also in the Strategic program of the technological upgrade of management (epreobrazovany) approved by the Order of the Government No. 710 of September 20, 2011. One of specific tasks of the document is simplification of access for citizens and business environment to information by implementation of the single government portal and the electronic services provided by bodies of the central public management. These services will be available by means of various channels: Internet, mobile technology, windows, interactive terminals, etc. The action plan for 2012 on implementation of the Strategic program of technological upgrade of management (epreobrazovaniye) provides specific measures for accomplishment of these tasks.

Despite it, so far only some organizations place online forms of statements and other information about the provided public services though all organizations providing services have web pages and the workers who are responsible for their maintaining and updating. Present level of functionality allows to place forms of statements and other relevant information on web pages of public organizations, and also to update them without kakikhlibo considerable additional investments or human resources. It is in most cases supposed that these measures will be resulted by savings as efforts and time for processing of statements will considerably be reduced. Though some services, such as sanitary examination of goods, cannot be provided online, in case of many other services such decision is recommended.
