1. Approve enclosed:

the list of separate categories of citizens and the bases of their inclusion in lists of the citizens having the right to acquisition of the standard housing built or which is under construction on the parcels of land of ДОМ.РФ joint-stock company transferred to gratuitous fixed-term use or lease for construction of standard housing including for their complex development for the purpose of construction of such housing according to the Federal Law "About Assistance to Development of Housing Construction";

form of the list of the citizens having the right to acquisition of the standard housing built or which is under construction on the parcel of land of ДОМ.РФ joint-stock company transferred to gratuitous fixed-term use or lease for construction of standard housing, including for its complex development for the purpose of construction of such housing, according to the Federal Law "About Assistance to Development of Housing Construction", containing the scope of information, included in the specified list.

1(1). Determine that the list and form approved by this resolution are applied to forming of lists of the citizens having the right to acquisition of the standard housing built or which is under construction on the parcels of land on which state-owned property is not differentiated and which the ДОМ.РФ joint-stock company performs the order in accordance with the legislation of the Russian Federation.

1(2). In this resolution the parcels of land ДОМ.РФ joint-stock company are understood as the parcels of land which are in federal property on which the interdepartmental collegiate organ authorized by the Government of the Russian Federation makes the decision, stipulated in Item 2 parts 1 of article 12 of the Federal law "About Assistance to Development of Housing Construction".

2. To federal agency on construction and housing and communal services to approve methodical instructions for filling of the form of the list approved by this resolution.

3. Recommend to legislative (representative) public authorities of subjects of the Russian Federation to adopt in 3-month time the laws establishing rules of forming of lists of the citizens having the right to acquisition of the standard housing built or which is under construction on the parcels of land of ДОМ.РФ joint-stock company transferred to gratuitous fixed-term use or lease for construction of standard housing including for their complex development for the purpose of construction of such housing according to the Federal Law "About Assistance to Development of Housing Construction" and procedure, in particular priority, inclusions of the specified citizens in these lists.

4. Explanations concerning the application of the list and filling of form of the list approved by this resolution having the right to give the Ministry of Construction and Housing and Communal Services of the Russian Federation.

The following categories of citizens belong to categories of the citizens having the right to acquisition of the standard housing built or which is under construction on the parcels of land of ДОМ.РФ joint-stock company transferred to gratuitous fixed-term use or lease for construction of standard housing including for their complex development for the purpose of construction of such housing according to the Federal Law "About Assistance to Development of Housing Construction":

a) the citizens staying on the registry as persons in need in the premises provided under agreements of social hiring, on the bases which are stipulated in Clause 51 Housing code of the Russian Federation and (or) the Federal Law, the presidential decree of the Russian Federation, and also the citizens recognized needing the premises provided under agreements of social hiring, on the specified bases, but who are not staying on such registry;

and (1)) the citizens having security with total area of premises counting on the citizen and everyone jointly the member of his family which is not exceeding the maximum size established by regulatory legal act of public authority of the subject of the Russian Federation living with the citizen - the participant of the "Housing for the Russian Family" program within the state program of the Russian Federation "Providing with affordable and comfortable housing and utilities of citizens of the Russian Federation", but no more than 18 sq.m counting on one person (no more than 32 sq.m on the living alone citizen) if the income of the citizen and the specified members of his family and property value, the citizen who is in property and (or) such members of his family and taxable, do not exceed the maximum level, the public authority of the subject of the Russian Federation established by regulatory legal act - the participant of the specified program;

d) the citizens having 3 and more children - irrespective of the sizes of the occupied premises;
