According to parts 3 - the 5th article 15.1 of the Federal law "About Information, Information Technologies and on Information Security" Government of the Russian Federation decides:

1. Approve enclosed:

Rules of creation, forming and maintaining the single automated information system "The Unified Register of Domain Names, Indexes of Pages of the Websites on the Internet and the Network Addresses Allowing to Identify the Websites on the Internet Containing Information Which Distribution in the Russian Federation Is Forbidden";

criteria according to which the operator of the register - the organization registered in the territory of the Russian Federation for the purpose of attraction to forming and maintaining the single automated information system "The Unified Register of Domain Names, Indexes of Pages of the Websites on the Internet and the Network Addresses Allowing to Identify the Websites on the Internet Containing Information Which Distribution in the Russian Federation Is Forbidden" is determined;

Rules of acceptance by the federal executive bodies of decisions authorized by the Government of the Russian Federation concerning the separate types of information and materials spread by means of the Internet which distribution in the Russian Federation is forbidden.
