About approval of the Technical regulation "About Safety of Kidswear and Footwear"
According to the Law of the Kyrgyz Republic "About bases of technical regulation in the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve the Technical regulation "About Safety of Kidswear and Footwear" according to appendix.
2. This resolution becomes effective after six months from the date of its official publication. This resolution is effective before entry into force in the territory of the Kyrgyz Republic of the corresponding technical regulation of the Customs union.

Appendix
1. This Technical regulation establishes the minimum requirements ensuring safety of clothes and footwear, intended for children and teenagers (further - products), for the purpose of protection of their life and health, and also the prevention of the actions misleading consumers of products.
2. The following groups of products treat objects of technical regulation of this Technical regulation:
- clothes, products from textile materials, skin and furs, products knitted and finished piece textile products;
- footwear and leather haberdashery products.
The list of products is given in appendix 1 to this Technical regulation.
3. The concepts used in this Technical regulation:
biological safety - condition of product in case of which there is no unacceptable risk connected with damnification to health or threat of life of the user because of discrepancy of microbiological, toxicological, physical and physical and chemical properties to the established requirements;
hazardous substances - chemicals which in usage time of product can cause negative variations in the state of health of the user in case of content them in the product material exceeding admissible concentration of such substances;
production in the address - the products sent from warehouse of the manufacturer, the seller or person performing functions of the foreign manufacturer, or shipped without warehousing, or exported for realization in the territory of the Kyrgyz Republic;
children are consumers of products aged up to 18 years;
toxicity index - the integrated indicator of impact of hazardous substances determined in test tube on culture of cages;
mechanical safety - complex of quantitative indices of mechanical, geometrical properties and product characteristics which provides decrease in risk of damnification to health or threats of life of the consumer;
newborns are children aged up to 28 days inclusive;
teenagers are children aged from 14 up to 18 years;
consumers of products are the children, teenagers who are personally using products which are subject of this Technical regulation;
the consumer of products - the physical person or legal entity having intention to order or acquire products or acquiring it;
chemical safety - condition of product in case of which there is no unacceptable risk connected with damnification to health or threat of life consumers because of excess of level of concentration of unhealthy chemicals of the user.
4. Products shall provide chemical, biological, mechanical, fire, electric, thermal and radiation safety, explosion safety and safety of radiations for the consumer.
5. According to functional purpose clothes and products are subdivided into clothes and products of 1st, 2nd and 3rd layers.
The products having direct contact with the user's skin such as next-to-skin and bed linen, corset and bathing products, headdresses (summer), hosiery, scarfs nasal and head and other similar products belong to clothes and products of the 1st layer.
The products having limited contact with the user's skin, in particular dresses, blouses, the upper shirts, trousers, skirts, suit dresses, sweaters, jumpers and other similar products belong to clothes of the 2nd layer.
Coats, short coat, jackets, raincoats, suits (on liner) and other similar products belong to clothes of 3rd layer.
6. Clothes from textile materials, knitted products and finished textile products (the range of the sizes - height from 62 to 74 cm, grasp of breast from 40 to 48 cm) shall meet the requirements of biological and chemical safety according to appendix 2 to this Technical regulation.
7. Clothes of the 1st layer - bed linen, knitted and garments from textile materials for children up to one year shall meet the following standards:
hygroscopicity - at least 14 percent;
air permeability - at least 150 dm3/sq.m with, for products from coarse calico and fustian is allowed at least 70 dm3/sq.m with;
free formaldehyde is not allowed;
resistance of coloring to washing, sweat and dry friction - at least 4 points.
8. Clothes of the 2nd layer - knitted and garments from textile materials for children up to one year shall meet the following standards: hygroscopicity - at least 10 percent;
air permeability - at least 100 dm3/sq.m with, for products from flannel, fustian and materials with elastic threads is allowed at least 70 dm3/sq.m with;
free formaldehyde - no more than 20 mkg/g;
stability of coloring white to coloring of white material to washing, sweat and dry friction - at least 4 points.
9. Clothes of 3rd layer - knitted and garments from textile materials for children up to one year shall meet the following standards:
hygroscopicity (for liner) - at least 10 percent;
air permeability (for liner) - at least 70 dm3/sq.m with;
