About measures for enhancement of the organization of labor activity of citizens of the Republic of Uzbekistan abroad
Considering the increasing scales of interstate cooperation concerning labor migration, in further development of infrastructure of the bodies for work providing employment of citizens abroad the Cabinet of Ministers decides increase in number of the countries and the foreign companies which showed willingness to provide workplaces for employment of citizens from Uzbekistan, and also for the purpose of streamlining of system of the organization and the mechanism of departure of citizens of the republic for implementation of labor activity abroad:
1. Take into consideration that according to decisions of the Government regulation of processes of labor migration the solution of questions on ensuring employment of citizens of the Republic of Uzbekistan abroad and foreign citizens in the Republic of Uzbekistan is assigned to the Agency on external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan.
Approve Regulations on procedure for labor activity of citizens of the Republic of Uzbekistan abroad according to appendix No. 1;
No. 703 is excluded according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 08.09.2017
Regulations on the Agency of external labor migration according to appendix No. 3;
2. Form as required in the cities of the Republic of Uzbekistan regional offices on employment abroad of the Agency concerning external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan in the form of branches.
2-1. The ministry of employment and employment relationships of the Republic of Uzbekistan determines structure and establishes the number of staff and the salary fund of the Agency concerning external labor migration.
3. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 13.03.2017 No. 130
4. Create the Center of preexit adaptation and training of the citizens who are going abroad in the form of branch of the Agency on external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan.
5. To the ministry of employment and employment relationships of the Republic of Uzbekistan:
together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of the Fergana, Bukhara, Kashkadarya regions and Tashkent to create necessary conditions for activities of regional offices on employment abroad the Agencies on external labor migration;
provide the accurate organization of work of the Agency for external labor migration and establish control of its activities.
6. To the Ministry of Internal Affairs of the Republic of Uzbekistan:
render assistance to the Agency concerning external labor migration in execution of exit documents for the citizens of the republic who are going abroad for implementation of labor activity;
together with bodies for work on places, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities and areas to strengthen work on prevention and the prevention of illegal labor migration of citizens abroad.
7. To the Ministry of Foreign Affairs of the Republic of Uzbekistan, embassies and consulates of the Republic of Uzbekistan abroad to perform obligatory statement on consular accounting of the citizens who arrived to foreign state for implementation of labor activity and also to give them every possible legal assistance and protection.
8. Make changes and additions, and also to recognize invalid some decisions of the Government of the Republic of Uzbekistan according to the appendix N 7.
To the Ministry of Justice of the Republic of Uzbekistan to make changes in legislative also the regulations following from this resolution in a month.
9. To impose control over the implementation of this resolution on the deputy prime minister of the Republic of Uzbekistan Azimov R. S.

Appendix No. 1
to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 12, 2003 No. 505
This Provision is developed according to the Law of the Republic of Uzbekistan "About employment of the population" and extends to the citizens of the Republic of Uzbekistan who are going abroad for implementation of labor activity.
1. Citizens of the Republic of Uzbekistan, according to the legislation of the Republic of Uzbekistan, have the right to go abroad for implementation of labor activity based on intergovernmental, interdepartmental contracts and agreements only with assistance of the Agency on external labor migration according to the procedure, established by the Ministry of employment and employment relationships of the Republic of Uzbekistan.
Citizens of the Republic of Uzbekistan have the right to go abroad for implementation of labor activity under private labor contracts only on the permissions issued by the Agency on external labor migration under the Ministry of employment and employment relationships of the Republic of Uzbekistan.
2. Execution of exit documents of citizens by them abroad according to private contracts is made by the Ministry of Internal Affairs of the Republic of Uzbekistan based on the permission issued by the Agency on external labor migration according to the established form for implementation of labor activity.
3. After issue of permission by the Agency on external labor migration citizens submit the application for registration of departure to division of OVVG of the Ministry of Internal Affairs of the Republic of Uzbekistan at the place of residence.
4. The citizens of the Republic of Uzbekistan having the private labor contract for the purpose of ensuring social protection abroad, provide in the Agency on external labor migration the following documents in duplicate:
statement;
the copy of the contract, notarized and legalized in consular establishment of the Republic of Uzbekistan abroad, with the translation into state language, received from foreign firm (employer), with indication of all social guarantees and medical insurance, and also providing employer obligation in providing the labor visa (EMPLOYMENT VISA). Legalization is not required if on the document the apostille is put down;
short information about the employer;
reference fact sheet;
the health declaration of the corresponding form approved by the Ministry of Health of the Republic of Uzbekistan.
