4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations of the state service "Recognition and Nostrification of Education Documents"

1. General provisions

1. These Regulations of the state service "Recognition and Nostrification of Education Documents" (further - Regulations) are developed according to item 4 of article 9-1 of the Law of the Republic of Kazakhstan of November 27, 2000 "About ministerial procedures".

2. The state service is performed based on item 4 of article 39 of the Law of the Republic of Kazakhstan of July 27, 2007 "About education", the Standard of the state service "Recognition and Nostrification of Education Documents", approved by the order of the Government of the Republic of Kazakhstan of August 31, 2012 No. 1119 (further - the Standard).

3. In Regulations the following basic concepts are used:

1) recognition of education documents (further - recognition) - official confirmation of the importance of foreign educational qualification by authorized body for the purpose of access for its owner to educational and/or professional activity;

2) nostrification of education documents (further - nostrification) - the procedure which is carried out for the purpose of determination of equivalence of the documents issued to persons who got education in other states, in the international or foreign educational institutions (their branches);

3) the state service - the procedure of recognition/nostrification of education documents for the purpose of confirmation of qualification of the receiver of the state services received when training in the foreign organization of education;

4) structurally functional units (further - SFE) - the faces of the representative and working body participating in process of rendering the state service;

5) authorized body - Committee on control in education and sciences of the Ministry of Education and Science of the Republic of Kazakhstan (further - Committee);

6) working body - The national accreditation center (further - the Center).

13:00 hours, issue of the reference confirming delivery of documents by the receiver of the state services are performed in day of documents acceptance from 18:00 till 18:30 o'clock, except for days off and holidays.

10. Terms of rendering the state service since the moment of delivery by the receiver of the state services of all necessary documents before receipt of the corresponding certificate - 4 months.

11. Stages of rendering the state service from the moment of delivery of documents in the Center and before receipt of the certificate of nostrification/recognition of education documents or refusal:

1) acceptance of document package in the Center;

2) registration of a statement in Committee;

3) departure of request in the foreign organizations of education for the purpose of confirmation of the fact of training of the receiver of the state services, and also receipt of information on legitimacy of educational organization activity of education for training of the receiver of the state services;

4) examination of the education document of the receiver of the state services by external experts;

5) approval of the expert opinion at meeting of commission of experts of the Center which is held at least 1 time a month;

6) departure of documents with minutes abstract of meeting of commission of experts in Committee on the order on recognition/nostrification;

7) preparation of the order by Committee;

8) filling of the certificate based on the order of Committee / or refusal;

9) departure of the certificate in Committee for approval;

10) certification to the receiver of the state services / or refusal.

12. The minimum quantity of persons performing documents acceptance for rendering the state service - 1 employee.

3. The description of operations procedure (interaction) in the course of rendering the state service

13. For receipt of the state service receivers of the state services provide the documents in the Center specified in Item 11 of the Standard.

14. The employee of the Center performs verification of documents of receivers of the state services and registers documents of the personal records accepted to production.

Data of receivers of the state services are registered in the magazine of the Center. The reference confirming delivery of education documents by him is issued to the receiver of the state services.
