Some questions of National bureau on investigation of aviation incidents and incidents with civil air vehicles
The Cabinet of Ministers of Ukraine decides:
1. Approve:
the scheme of official pay rates (tariff charges) of employees of National bureau on investigation of aviation incidents and incidents with civil air vehicles according to appendix;
2. Determine that in case the sizes of official pay rates (tariff charges) of workers specified in appendix to this resolution, below than the size of minimum wage determined by the law, official pay rates (tariff charges) are established at the level of the corresponding size of the subsistence minimum for able-bodied persons established for January 1 of calendar year.
3. Grant the right to the director of National bureau of investigation of aviation incidents and incidents with civil air vehicles (further - National bureau) within the approved salary fund:
To establish 1):
a) the specific sizes of official pay rates (tariff charges) to workers according to the scheme of official pay rates (tariff charges) approved by this resolution;
b) official pay rates to deputy directors of National bureau, deputy managers of structural divisions are 5-15 percent lower than the official pay rate of the corresponding head provided by the scheme;
c) allowances to workers:
at the rate to 50 percent of official pay rate (tariff charge):
- for high achievements in work;
- for accomplishment of especially important work (for the term of its accomplishment);
- for complexity, intensity in work.
The specific sizes of the specified allowances are determined by the director of National bureau that the extreme size of their total amount in month for one worker shall not exceed 100 percent of official pay rate - for the state experts in investigation of aviation incidents, 50 percent of official pay rate (tariff charge) - for other workers.
In case of untimely task performance, quality degradation of work and violation of labor discipline the specified allowances are cancelled or their size decreases;
for knowledge and use in work of foreign language: one European - in the amount of 10 percent, one east, Finno-Ugrian or African - 15, two and more languages - 25 percent of official pay rate.
The allowance is not established to workers for whom requirements for holding the post provide knowledge of foreign language that is supported by the relevant document;
for honorary title "deserved" - in the amount of 20 percent of official pay rate.
The allowance is established to workers if their activities for profile match with the available honorary title;
d) surcharges to workers:
at the rate to 50 percent of official pay rate (tariff charge):
- for accomplishment of obligations of temporarily absent workers;
- for combination of professions (positions);
- for expansion of zone of servicing or increase in amount of attended operations.
The specified types of surcharges are not established to the director of National bureau, his deputies, heads of structural divisions and their deputies;
for scientific doctor's degree - in extreme size of 25 percent of official pay rate, the candidate of science - in extreme size of 15 percent of official pay rate.
The specified surcharge is established to workers if their activities for profile match with the available scientific degree. In the presence at workers of two scientific degrees surcharge is established on one (higher) scientific degree.
Compliance of scientific degree to profile of activities of the worker on post is determined by the director of National bureau.
Documents which certify availability of scientific degree shall meet regulations and the requirements, stipulated by the legislation;
ґ) monthly length-of-service allowance to workers as a percentage to official pay rate and depending on length of service in such sizes: over one year - 5 percent, over three years - 10, over five years - 15, over 10 years - 20, over 15 years - 25, over 20 years - 30, over 25 years - 40 percent;
e) to drivers of vehicles:
the allowance for classiness to drivers of the II class - 10 percent, to drivers of the I class - 25 percent of the established tariff charge for worked time;
surcharge for irregular working hours - in the amount of 25 percent of the tariff charge for worked time;
To provide 2) to workers financial support for improvement during provision of annual leave and the help for the solution of social questions in sizes which do not exceed the average monthly salary of the worker;
3) to perform awarding of workers according to their personal deposit in general results of work within funds for compensation.
The procedure, conditions and the amount of awarding of workers are determined in regulations on awarding of employees of National bureau.
4. Awarding of the director of National bureau, establishment to it allowances and surcharges to official pay rate, provision of financial support is performed according to the procedure and the sizes established by this resolution according to the decision of the Minister of the Cabinet of Ministers of Ukraine within the available funds for compensation.
