LETTER OF THE STATE CUSTOMS SERVICE OF UKRAINE

URGENTLY

In connection with entry into force from 01.10.2012 the Procedure for filling of customs declarations on the form of the single administrative document approved by the order of the Ministry of Finance of 30.05.2012 No. 651, registered in Ministry of Justice 14.08.2012 for No. 1372/21684 (further - the Procedure 651), and qualifiers which are used in the course of execution of the customs declarations approved by the order of the Ministry of Finance of 20.09.2012 No. 1011, concerning application of provisions of the specified orders we report.

The previous customs declarations which are drawn up before entry into force of the Procedure 651, are subject to application for the omission of goods according to them during the term of their action.

In case of submission of the additional declaration to the customs declarations (the preliminary, periodic, temporary, customs declaration completed regularly) which are drawn up before entry into force of the Procedure 651, in column 1 of such additional declaration the corresponding codes according to the qualifiers of types of declarations and customs regimes approved by the order of the Ministry of Finance of 20.09.2012 No. 1011 are specified.

Data on customs declarations (the preliminary, periodic, temporary, customs declaration completed regularly) which execution preceded submission of the additional declaration are specified in column 40 of the corresponding additional declaration. At the same time the first two figures of code in the first subsection of column 37 of the additional declaration put down code of customs regime according to the additional declaration. In column 44 of the additional declaration data on such declarations are not entered.

Rather 651 filling of the column 30 "Location of Goods" for all directions of movement of goods takes root.

When moving by road transport in column 30 the code of delivery location of goods according to item 4 of the order of State Customs Service No. 426 is specified of 27.08.2012 (with changes, further - the Order 426). If during the exporting and transit (except the transit customs declaration for commodity importation on customs area of Ukraine) the code according to item 4 of the Order 426, Sections 1, is not assigned for the appropriate place 3 and 4 codes are created according to item 4 of the Order 426, and in the Section 2 codes are specified to "888".

When moving by other modes of transport Sections 1, 3 and 4 codes are created according to item 4 of the Order 426, and in the Section 2 codes are specified to "888".

If in the Section "2" of code it is specified "888" or "999", in the graph (amendment with the reference to the column) the address of such place or other data which allow to identify it is specified.

Please note that the procedure for assurance of copies of the drawn-up electronic MD on paper, and also photocopies of the drawn-up sheets MD on paper is determined by Item 5.4 About 651.

Also for use in work we direct tables with the exclusive list (condition at 01:10. 2012) possible combinations of codes of customs regimes and warranty codes of types of customs declarations depending on the direction of movement (appendix 1) and examples of ratios of types of customs declarations which were used according to the order of State Customs Service of 15.02.2011 No. 107, to types of the customs declarations provided by the order of the Ministry of Finance of 20.09.2012 No. 1011 (appendix 2).

Consider invalid from 01:10. 2012, letters of State Customs Service according to the list (appendix 3).
