1. 1.8. the bonds of international financial institutions issued in accordance with the legislation of the Russian Federation;

1.9. the debt issued securities issued by legal entities - nonresidents of the Russian Federation outside the Russian Federation.

The decision on inclusion in the Lombard list of the Bank of Russia (about exception of the Lombard list of the Bank of Russia) the securities specified in subitems 1.3 - 1.11 Items of 1 this Instruction, is accepted by the Board of directors of the Bank of Russia taking into account the following:

2.1. to the issuer (release) of the securities specified in subitems 1.3 - 1.5, 1.8 - 1.10 of Item of 1 this Instruction, score is assigned to at least one of rating agencies at the level is not lower established by the Bank of Russia or obligation fulfillment of the issuer on the specified securities in full or is partially provided with the state guarantees of the Russian Federation. Information on the minimum levels of scores of issuers (releases) of the securities assigned by rating agencies established by the Bank of Russia is posted on the official site of the Bank of Russia on the Internet and published in "the Bulletin of the Bank of Russia";

2.2. to the issuer (release) of the securities specified in subitem 1.7 of Item of 1 this Instruction score is assigned to at least one of rating agencies at the level is not lower established by the Bank of Russia or obligation fulfillment of the issuer on the specified securities in full or is partially provided with the state guarantees of the Russian Federation or the solidary guarantee of "Agency for housing mortgage lending" open joint stock company. 2.3. the securities specified in subitems 1.3 - 1.8, 1.10, 1.11 these Instructions, are allowed to the address on the stock exchange operating in the territory of the Russian Federation on which the Bank of Russia acts as the bidder;

2.4. the securities specified in subitem 1. 6, 1.11 Items of 1 this Instruction, are included into the list for calculation of the Index of MICEX or the RTS Index;

2.5. the securities specified in subitem 1.9 of Item of 1 this Instruction are included in quoted leaf at least of one exchange from the list of the exchanges established by the Bank of Russia;

2.6. payment under securities, transactions with the debt issued securities specified in subitem 1.9 of Item of 1 this Instruction is performed on the terms of obligation fulfillment "delivery against payment" with use of the custody accounts of the Bank of Russia opened in the depositary performing activities in the territory of the Russian Federation at the same time this depositary performs also accounting of the rights to the specified securities;

2.7. other essential circumstances (amount of release, its liquidity and so forth).

2.1. Features of use of ratings of creditworthness for the purpose of application of this Instruction can be established by other regulations of the Bank of Russia.

2.2. The board of directors of the Bank of Russia has the right to make the decision on inclusion in the Lombard list of the Bank of Russia of bonds of legal entities - residents of the Russian Federation, being the non-financial organizations, issuers (releases) of which have no ratings of rating agencies at the level not below established by the Bank of Russia, or obligation fulfillment of the issuer on which is not provided with the state guarantees of the Russian Federation.

The decision on inclusion in the Lombard list of the Bank of Russia of the securities specified in this Item is accepted by the Board of directors of the Bank of Russia taking into account results of assessment of the issuer (release) of these securities, conditions of placement and the circulation of the corresponding securities, and also other essential circumstances which is carried out by the Bank of Russia.
