According to Items 9, 11 Regulations on the Pension fund of Ukraine, No. approved by the Presidential decree of Ukraine of April 06, 2011 384, No. 401-r "About access to services in the sphere of obligatory national pension insurance" the board of the Pension fund of Ukraine DECIDES: orders of the Cabinet of Ministers of Ukraine of June 25, 2012

1. Approve the Procedure for provision by bodies of the Pension fund of Ukraine for services in electronic form which is applied.

2. To legal management (Ryabtseva T. B.) together with department of the personified accounting, information systems and networks (Nikolaev O. B.) to submit this resolution on state registration to the Ministry of Justice of Ukraine.

3. To department of the personified accounting, information systems and networks (Nikolaev O. B.) till January 01, 2013 to prepare offers concerning expansion of functionality of the web portal of electronic services of the Pension fund of Ukraine concerning provision of the reporting by insurers with use of the digital signature of possibility of application of the digital signature for receipt of services in electronic form and use in work with the web portal of means of mobile communication.

4. This resolution becomes effective from the date of its official publication.

5. To impose control over the implementation of this resolution on the First Deputy Chairman of the board of the Pension fund of Ukraine Kravchuk V. O.

Procedure for provision by bodies of the Pension fund of Ukraine for services in electronic form

І. General provisions

1.1. This Procedure developed according to the Laws of Ukraine "About information security in information and telecommunication systems" "About the address of citizens", "About obligatory national pension insurance", "About electronic documents and electronic document management", "About the digital signature", "About collection and accounting of single fee on obligatory national social insurance", "About personal data protection", determines the procedure for granting territorial authorities of the Pension fund of Ukraine of services in electronic form based on technologies of the remote access (web technologies) and the automated transfer and information processing.

1.2. In this Procedure terms are used in such values:

the web portal of electronic services of the Pension fund of Ukraine (system of provision of services in electronic form) (further - the web portal) - set of program technical means which provide operational adoption, processing, storage and information transfer (data) during provision to citizens, insured persons and insurers, including the physical litsampredprinimatel and persons providing themselves with work independently, services in electronic form with respect for targeting and actions for protection of the corresponding types of information (data);

the electronic personal page of the user of services - electronic accounting record on the web portal which is created in case of registration of the user of services and provides the information exchange connected with provision of services;

the user of service - the citizen, insured person or the insurer, including the physical person - the entrepreneur and person providing himself with work independently who wishes to receive services in electronic form was registered on the web portal and addresses for receipt of service and/or information and consulting support concerning service provision;

service (electronic service) - provision of information and/or the documents placed on the web portal, to the insured persons, persons who are on accounting in territorial authorities of the Pension fund of Ukraine as receivers of pension, to persons having the right to award of pension, to insurers or persons authorized by them in accordance with the established procedure for the purpose of the solution of question which they ask in territorial authorities of the Pension fund of Ukraine.

Other terms are used in the values given in the Laws of Ukraine "About obligatory national pension insurance", "About collection and accounting of single fee on obligatory national social insurance".

1.3. For the purpose of ensuring acceptance and registration of statements about participation in system of provision of services in electronic form, accomplishment of other tasks provided by this Procedure in territorial authorities of the Pension fund of Ukraine the relevant orders of heads of these bodies appoint ranking officers (further - responsible persons).

1.4. Actions for technical information security of the web portal are performed according to the established requirements to information security of the web page and security of the processed information in the automated systems from unauthorized access.

1.5. Processing of personal data of users of the web portal is performed within the existing personal databases of the Pension fund of Ukraine and its territorial authorities.

ІІ. List of electronic services

2.1. In connection therewith the Procedure provides such electronic services:

2.1.1. Registration of users on the web portal.

2.1.2. Access to information placed on the web portal:

a) for citizens and insured persons:

about order of registration of citizens in the database of the web portal;

about the rights, obligations and responsibility of receivers of retirement and other benefits who are performed by the Pension fund of Ukraine;

about procedure for obtaining and use of the pension certificate;

about conditions, procedure for appointment, recalculation and pension payment and so forth;

application forms, claims, requests for information, other documents necessary for appointment and recalculation of pensions, the translation from one type of pension on another, change of payment method of pensions, payment of the help on burial and so forth, including possibility of listing or filling of such documents in electronic form;

about the rights, obligations and responsibility of insured persons;
