Administrative regulations of the Federal Service for Technical and Export Control on provision of the state service in issue in accordance with the established procedure the Russian import certificates

I. General provisions

Subject of regulation of regulations

1.1. The administrative regulations of the Federal Service for Technical and Export Control on provision of the state service in issue in accordance with the established procedure of the Russian import certificates (further - Regulations) determine terms and the sequence of accomplishment of ministerial procedures by the Federal Service for Technical and Export Control (further - FSTEC of Russia) when implementing powers by issue of the Russian import certificates (further - the state service).

1.2. The state service is provided by FSTEC of Russia and managements of FSTEC of Russia on federal districts (further - territorial administrations) within implementation of the actions directed to prevention of unauthorized re-export from the Russian Federation of goods (services) of double application imported to the Russian Federation with provision of guarantees for use in stated purposes.

1.3. The Russian import certificate is issued to the Russian importer on goods (services) included in lists (lists) of controlled goods and technologies approved by presidential decrees of the Russian Federation if state bodies of the exporting country require provision of such document.

1.4. On receipt of the state service and receivers of the state service the Russian legal entities or individual entrepreneurs, being the contract party (contract) for import to the Russian Federation of goods (services) of double application can be applicants (further - the applicant).
