In pursuance of the laws of the Republic of Uzbekistan "About urban passenger transportation", "About road transport", "About streamlining of free use of urban passenger transportation" the Cabinet of Ministers decides:

1. Approve:

Regulations on procedure for determination of passenger turnover and the number of the passengers transported by automobile and electric common carrier on city, suburban, long-distance, international routes and hourly transportations in the Republic of Uzbekistan according to appendix No. 1;

Regulations on procedure for financing and indemnification of the carriers occupied with accomplishment of regular city passenger traffic of the population in connection with rendering services in limiting rates in the Republic of Uzbekistan, according to appendix No. 2.

2. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 09.06.2018 No. 434

3. To the ministries and departments to bring departmental regulatory legal acts into accord with this resolution in a month.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan B. I. Zakirov.

Regulations on procedure for determination of passenger turnover and the number of the passengers transported by automobile and electric common carrier on city, suburban, long-distance, international routes and hourly transportations in the Republic of Uzbekistan

I. General provisions

1. This Provision determines procedure for determination of passenger turnover and accounting of number of the passengers transported by automobile and electric common carrier on city, suburban, long-distance, international routes and hourly transportations in the Republic of Uzbekistan.

2. This Provision extends to the carriers performing regular and hourly city, suburban, long-distance, international carriages of passengers automobile and electric (the electrobus, the trolleybus, the tram and the subway) transport.

3. In this Provision the following basic concepts are applied:

common carrier - the public land and underground transport intended for public conveyance and baggage (the bus, the electrobus, the trolleybus, the tram, share and linear taxi, the subway);

the bus - the vehicle intended for public conveyance and having more than 8 places for sitting apart from driver's seat;

the electrobus (the electric bus) - the trackless motorized vehicle public with the electric drive intended for public conveyance along the established route;

the tram - the car (or several cars linked together) electrically-driven, moving on railroad body and used for public conveyance on regular city routes;

the trolleybus - the electrically-driven car moving on streets and used for public conveyance on regular routes;

the share taxi - the vehicle (the bus or the car) intended for public conveyance on regular routes with the organization of stops upon the demand of passengers;

linear taxi - the vehicle rendering services in transportation in requests of passengers for a fee according to the indication of taximeter (counter);

the subway - the system of underground and land constructions intended for public conveyance by electric trains;

revenue - income gained from public conveyance by bus, the electrobus, trolleybus, tram, share and linear taxi, the subway;

limiting rate - the extreme size of the established payment of public conveyance and baggage;

monthly travel card - the document of the strict reporting certifying the passenger's right to receipt of possibility of driving on common carrier (the bus, the electrobus, the trolleybus, the tram and the subway) along all routes in borders of the action area and during the period of action of this document. The monthly travel card is subdivided into two types - general and preferential;

general monthly travel card - the document of the strict reporting providing trips of passengers on all modes of transport public except share and linear taxis;

preferential monthly travel card - the document of the strict reporting providing trips for social group of passengers (pensioners, persons with disability, students and pupils of high schools, lyceums, colleges) taking into account discounts and privileges;

the transport card - not personalized repeated debit payment card accepted as instrument of payment and used by passengers for payment of journey on common carrier (except linear taxi) at full cost applicable fare. The transport card is replenished by transfer of money into the deposit account of the card. All-in cost of tariff plans of the transport card is determined by limiting multiplication of rate on common carrier, taking into account deductions and discounts, on quantity of trips;

the preferential transport card - not personalized and (or) personalized transport card registered in the database of the operator of the automated payment system guaranteeing the passenger's right to preferential or free pass on common carrier (except share and linear taxi) which the number of use of transport and changes from one transport on another is not limited;

the single certificate granting the right of free pass - the personalized document of the strict reporting of the established sample issued by bodies for management of urban passenger transportation. The form of the single certificate granting the right of free pass, and the mechanism of its issue affirm the Ministry of transport of the Republic of Uzbekistan;

the one-time ticket - the document of the strict reporting having the QR code granting the right to one trip on land urban passenger transport (except linear taxi);

passenger turnover - the indicator characterizing amount of public conveyances taking into account distance on which the passenger is transported;

passenger-kilometer - passenger turnover unit of measurement;

average distance - the trip distance determined by results of inspection of passenger traffic;

paid run - run of linear taxi with the passenger.
