According to article 22 of the Law of Ukraine "About addresses of citizens", the Presidential decree of Ukraine of February 07, 2008 No. 109 "About first-priority measures for ensuring realization and guaranteeing constitutional right on appeals to public authorities and local government bodies" and for the purpose of enhancement of the organization of personal reception of citizens by management of the State inspection of Ukraine concerning work of PRIKAZYVAYU:

1. Approve the Procedure for the organization and carrying out personal reception of citizens in the State inspection of Ukraine concerning work (the Procedure is farther), which is applied.

2. (V. Yatskin) to provide to the state inspection of Ukraine concerning work:

2.1 The organization of reception of citizens according to this Procedure.

2.2. Promulgation of this order on the web page of the State inspection of Ukraine concerning work of the official website of the Ministry of social policy of Ukraine.

3. To provide to department of addresses of citizens and control of accomplishment (T. Shelest) submission of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the First Deputy Minister of social policy V. Nadragu.

5. This order becomes effective from the date of its official publication.

Procedure for the organization and carrying out personal reception of citizens in the State inspection of Ukraine concerning work

1. This Procedure determines the main requirements to the organization and carrying out personal reception of citizens in the State inspection of Ukraine concerning work (further - Gostruda).

2. Personal reception of citizens by Gostrud's Chairman, the First Deputy Chairman Gostrud, Gostrud vice-chairman (further - Gostrud's heads) is carried out by appointment in determined by the schedule of personal reception of citizens by Gostrud's heads (further - the schedule) days and time.

In case of absence of the Chairman Gostruda carries out personal reception of citizens the first deputy or the vice-chairman Gostruda.

In case of absence of heads of Gostrud personal reception of citizens is carried out by the officials authorized by them.

The schedule claims and in case of requirement the vice-chairman Gostruda in coordination with the Chairman Gostruda makes to it changes.

3. Preliminary record (not later than in 5 calendar days prior to date of acceptance) on personal acceptance to Gostrud's heads is carried out by employees of inspection department and addresses of citizens (further - Department) to the address: Kiev, Ulitsa Bogdan Khmelnytsky, the house 51-B, 4 the floor, the room 5, and also by phone 288-10-00 each working day with 9: 30 to 17: 30, except for time for lunch break with 13: 00 to 14: 00.

Record of citizens on acceptance to Gostrud's heads is carried out in case the question which is brought up by the citizen is not solved after personal acceptance by heads and specialists of structural divisions of Gostrud.

In carrying out acceptance Gostrud's workers according to the decision of heads of Gostrud can be recruited.

Acceptance of Heroes of the Soviet Union, Heroes of Ukraine, the Heroes of Socialist Work, disabled people of the Great Patriotic War, complete gentlemen of award of Glory, persons awarded with four and more medals "For Courage", women to whom the honorary title of Ukraine "Mother heroine" is given is carried out in first-priority procedure.

4. Reception of citizens daily, except days off and holidays, is carried out by employees of Department, heads and specialists of structural divisions of Gostrud according to their competence with 9: 30 to 17: 30, except for time for lunch break with 13: 00 to 14: 00.

5. The entrance of citizens to Gostrud does not require execution of the omission and production of documents which prove the identity.

6. Information on procedure and graphics of personal reception of citizens by Gostrud's heads is placed on Gostrud's web page of the official website of Minsotspolitiki.

7. For record on personal acceptance the citizen shall show the document which proves his identity.

8. Repeated acceptance of the citizen on question which was already considered by Gostrud's heads is carried out if the question which is brought up in the first reasonable address was not solved in essence.

9. During personal reception of citizens there can be their representatives whose powers are drawn up in accordance with the established procedure, and/or persons who are in the related relations with such citizens and have the documents confirming their personality.

Presence of strangers during personal reception of citizens is not allowed.

10. The written address which moves the citizen on personal acceptance is drawn up according to requirements of article 5 of the Law of Ukraine "About addresses of citizens".

About results of consideration of the address to the citizen it is reported in writing or orally (at his desire).

11. Taking into account the decision made during personal acceptance, employees of Department study draft resolutions to addresses of citizens and give them for consideration to the corresponding heads of Gostrud.
