About measures for development of export-oriented production of jewelry

1. Temporarily, till January 1, 2009 to cancel the procedure of approbation and branding of jewelry from the precious metals and gemstones made in the Kyrgyz Republic and intended for export.

2. In Item 2 of the Regulations on tests and branding of jewelry (household) products from precious metals in the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of January 9, 1997 No. 15 "About approval of the Regulations on tests and branding of jewelry (household) products from precious metals in the Kyrgyz Republic":

- the paragraph one after the words "and to be branded" to add with words ", except for jewelry from the precious metals directed to export till January 1, 2009".

3. Approve the enclosed Provisional regulations for procedure for export of jewelry from the precious metals and gemstones made in the Kyrgyz Republic and intended for export.

4. To the Ministry of Foreign Trade and the industry of the Kyrgyz Republic together with Management of precious metals under the Ministry of Finance of the Kyrgyz Republic to carry out monitoring of growth rates of export of the jewelry made in the Kyrgyz Republic.

5. To impose control of execution of this resolution on department of fuel and energy complex and mining industry of the Office of the Prime Minister of the Kyrgyz Republic.

Provisional regulations for procedure for export of jewelry from the precious metals and gemstones made in the Kyrgyz Republic and intended for export

1. This Provision determines order of registration of export of jewelry from the precious metals and gemstones made in the Kyrgyz Republic.

2. Export of jewelry is performed based on the signed export contracts which are registered Management of precious metals under the Ministry of Finance of the Kyrgyz Republic.

3. The jewelry intended for export from precious metals and gemstones is given manufacturer in Management of precious metals under the Ministry of Finance of the Kyrgyz Republic for sealing. The specified jewelry from precious metals and gemstones passes free selective expert appraisal for confirmation of the declared test of the manufacturer and in the presence of the competent representative of manufacturer is recalculated, weighed and sealed with creation of the register in duplicate in which are specified the name of jewelry, quantity, weight and the test declared by the manufacturer. The sealed packet with jewelry and one copy of the register returns to the representative of manufacturer.

4. Export of jewelry from precious metals and gemstones from customs area of the Kyrgyz Republic is performed in case of presentation of sealed packet and the register.

5. For the statistical recording and carrying out the analysis of execution of export obligations the export companies quarterly provide information on the course of implementation of contracts to Management of precious metals under the Ministry of Finance of the Kyrgyz Republic and to the Ministry of Foreign Trade and the industry of the Kyrgyz Republic.

6. Subjects of business activity in case of violation of this provision bear responsibility according to the legislation of the Kyrgyz Republic.
