About establishment of requirements for energy efficiency of the buildings, structures, constructions and their elements which are part of the protecting designs

According to the subitem 9) of article 4 of the Law of the Republic of Kazakhstan of January 13, 2012 "About energy saving and increase in energy efficiency" the Government of the Republic of Kazakhstan DECIDES:

1. Establish the enclosed requirements for energy efficiency of the buildings, structures, constructions and their elements which are part of the protecting designs.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Requirements for energy efficiency of the buildings, structures, constructions and their elements which are part of the protecting designs

1. General provisions

1. These Requirements for energy efficiency of the buildings, structures, constructions and their elements which are part of the protecting designs (further - requirements) are developed according to the subitem 9) of Article 4 and Item 2 of article 11 of the Law of the Republic of Kazakhstan of January 13, 2012 "About energy saving and increase in energy efficiency".

2. In these requirements the following basic concepts are used:

1) specific expense of heat energy on heating of the building, structure, construction for the heating period - the normalized amount of heat energy for the heating period, necessary for compensation of heatlosses of the building taking into account air exchange and additional heat releases in case of the normalized parameters of the thermal and air modes of rooms in it, carried to the unit area or to unit of the heated amount and gradusosutka of the heating period;

2) gradusosutka of the heating period (GSOP) - the indicator characterizing degree of severity of climate is basic settlement size for determination of resistance to heat transfer of objects, indirectly characterizes the level of energy costs on maintenance of parameters of comfort;

3) the specified resistance to heat transfer of fragment protecting konstruktsiifizichesky size characterizing the warmth flow density average on the area through fragment of heat-protective cover of the building, structure, construction in stationary conditions of heat transfer in number equal to the relation of difference of temperatures on different sides of fragment to the warmth flow density average on the area through fragment;

4) heat-protective cover of the building, structure, construction - set of the protecting designs forming the closed contour limiting the heated amount of the building, structure, construction;

5) the specific heat-protective characteristic of the building, structure, construction - the physical quantity characterizing heat-protective cover of the building, structure, construction in number equal to losses of heat energy of unit of the heated amount in unit of time in case of temperature drop in 1shs through heat-protective cover of the building, structure, construction;

6) the normalized value of the specific heat-protective characteristic of the building, structure, construction - the physical quantity of the characteristic of heat-protective cover of the building, structure, construction which is in number equal to losses thermal energies through heat-protective cover of the building, structure, construction of unit of the heated amount in unit of time in case of temperature drop in 1shs;

7) harmoniously warmed design - the protecting design which all elements have close heattechnical characteristics;

8) class of energy efficiency of the building, structure, construction - the level of profitability of energy consumption of the building, structure, construction characterizing its energy efficiency at operation stage;

9) part of the protecting structure of the building, structure, construction - the elements (walls, windows, doors (gate), stained-glass windows, lamps, coverings, overlappings over technical undergrounds or over not heated cellars) creating outside cover of the building, structure, construction;

10) energy efficiency (energy efficiency) - the characteristic reflecting the relation of useful effect of use of energy resources to the costs of energy resources made for the purpose of receipt of such effect;

11) energy resources - set of the natural and made energy carriers which stored energy is used now or can be used in the long term in economic and other types of activity, and also energy types (atomic, electric, chemical, electromagnetic, thermal and other types of energy);

12) energy saving decisions - the buildings applied when designing, structures, constructions the architectural and construction and technical solutions connected with use of energy resources and directed to optimization of their costs;

13) the energy saving devices increasing electric power quality - the energy saving devices allowing to increase power factor in utility power systems, to compensate distortion of phases, to reduce the level of high-frequency harmonics in the power supply network and to improve electromagnetic compatibility, to compensate starting currents and throws of tension in network, to provide protection against lightning and short-term power failures;

14) energy saving - realization of the organizational, technical, technology, economic and other measures directed to reduction of amount of the used energy resources.

3. Requirements extend on projectible and under construction (reconstructed, capitally repaired) buildings, structures, constructions.

4. Requirements do not extend on:

1) buildings, structures, constructions which are carried to objects of historical and cultural heritage;

2) temporary structures of economic appointment, utility rooms which service life constitutes no more than two years;

3) individual apartment houses, and also the structures which are on seasonal and garden dachas;

4) separate buildings, structures, constructions with a total area less than fifty square meters;

5) cult buildings, structures and constructions;

6) the separate not heated buildings, structures and constructions.
