1. Approve enclosed:

1) standard of the state service "Licensing, Renewal, Issue of Duplicates of the License for Activities for Operation of Trunk Gas Pipelines, Oil Pipelines, Oil Pipelines";

2) standard of the state service "Licensing, Renewal, Issue of Duplicates of the License for Activities for Purchase of Electrical Energy for the purpose of Power Supply".

2. This resolution becomes effective after ten calendar days after the first official publication.

Standard of the state service "Licensing, Renewal, Issue of Duplicates of the License for Activities for Operation of Trunk Gas Pipelines, Oil Pipelines, Oil Pipelines"

1. The state service "Licensing, Renewal, Issue of Duplicates of the License for Activities for Operation of Trunk Gas Pipelines, Oil Pipelines, Oil Pipelines" (further - the state service) appears Agency of the Republic of Kazakhstan on regulation of natural monopolies and its territorial authorities (further - authorized body) which addresses and working schedules are specified in appendix 1 to this standard, and through service centers of the population (further - the center) on alternative basis which addresses are specified in appendix 1-1 to this standard, and also through the web portal of "the electronic government" www.e.gov.kz or the E-litsenzirovaniye web portal of www.elicense.kz (further - the portal) in the presence of the digital signature at the receiver of the state service (further - the EDS).

The state service is rendered based on article 12 of the Law of the Republic of Kazakhstan of January 11, 2007 "About licensing", article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About natural monopolies and the controlled markets" and article 29 of the Law of the Republic of Kazakhstan of January 11, 2007 "About informatization".

Information on the state service is placed on the portal, Internet resource of the Agency of the Republic of Kazakhstan on regulation of natural monopolies (further - the Agency), www.arem.kz, at the stands located in premises of the departments of the Agency on areas, the cities of Astana and Almaty (further - territorial authorities of the Agency) specified in appendix 1 to this standard and also on Internet resource of the Republican state company "Service Center of the Population" of Committee on control of automation of the state services and coordination of activities of service centers of the population of the Ministry of Transport and Communications of the Republic of Kazakhstan (further - RGP "Center") www.con.gov.kz.

7. Terms of rendering the state service:

when licensing and (or) appendices to the license - within fifteen working days from the moment of delivery by the consumer of the necessary documents determined in Item 11 of this standard (from the date of documents acceptance);

in case of renewal of the license and (or) appendix to the license - within ten working days from the moment of delivery by the consumer of the necessary documents determined in Item 11 of this standard (from the date of documents acceptance);

in case of issue of duplicates of the license and (or) appendix to the license - within two working days from the moment of delivery by the consumer of the necessary documents determined in Item 11 of this standard (from the date of documents acceptance);

on the portal:

licensing and (or) appendices to the license - within fifteen working days from the date of giving by the consumer of the necessary documents determined in Item 11 of this standard;

renewal of the license and (or) appendix to the license - within ten working days from the date of giving by the consumer of the necessary documents determined in Item 11 of this standard;

2) the most allowed time of expectation in queue in case of delivery of documents - no more than 20 minutes;

3) the most allowed time in queue in case of receipt of documents - no more than 20 minutes.

8. The state service is rendered for a fee with provision in authorized body of the document confirming payment in the budget of the license fee for the occupation right with these activities.

The license fee for the occupation right is levied by these activities in case of issue (renewal) of licenses (the duplicate of licenses) according to the Code of the Republic of Kazakhstan "About taxes and other obligatory payments in the budget".

In case of issue of appendices to the license (duplicates of appendices to the license) the license fee is not levied.

Rates of the license fee for the occupation right are specified by activities for operation of trunk gas pipelines, oil pipelines, oil pipelines in appendix 2 to this standard.

In case of giving of electronic request for receipt of the license, renewal, issue of duplicates of the license for activities for operation of trunk gas pipelines, oil pipelines, oil pipelines through the portal, payment is performed through payment gateway of "the electronic government".

9. Working schedule:

1) the Agency and territorial authorities of the Agency it is specified in appendix 1 to this standard, except for days off and holidays;

acceptance is performed in turn, without making an appointment and the accelerated servicing;

2) the centers - daily Monday through Saturday inclusive, except for days off and holidays, according to the labor law, according to the established working schedule from 9-00 to 20-00 o'clock without interruption;

10. The state service is rendered in the building of the House of the ministries, premises of territorial authorities of the Agency and on the portal - in "private office".

2. Procedure for rendering the state service

11. The following documents are necessary for receipt of the license and appendix to the license (in case of availability of subspecies of activities):

1) the statement of the established form for legal entity or physical person specified in appendices 3 and 4 to this standard;

2) copies of the charter and the certificate on state registration of the receiver of the state service as the legal entity (notarially attested, in case of non-presentation of originals for reconciliation) - for the legal entity;

3) the copy of the certificate on state registration of the receiver of the state service as the individual entrepreneur for the individual entrepreneur;

4) the copy of the identity document, - for physical person;

5) the copy of the certificate on statement of the receiver of the state service on accounting in tax authority (notarially attested, in case of non-presentation of the original for reconciliation);

6) the copy of the document confirming payment in the budget of the license fee for the occupation right with these activities (notarially attested, in case of non-presentation of the original for reconciliation), the size of the license fee is specified in appendix 2 to this standard;

1) the statement of the established form for legal entity or physical person specified in appendices 3 and, 4 to this standard;

2) the copy of the license (notarially attested, in case of non-presentation of the original for reconciliation);

3) data and documents according to the qualification requirements to activities subspecies specified in appendix 5 to this standard.

Receives the data of documents which are the state electronic information resources authorized body from the corresponding state information systems through information system of the portal in the form of the electronic documents certified by the EDS.

2) the copy of the document confirming payment in the budget of the license fee for issue of the duplicate (notarially attested, in case of non-presentation of the original for reconciliation), the size of the license fee is specified in appendix 2 to this standard.

The license and (or) appendix to the license are subject to renewal in the following cases:

1) changes of surname, name, middle name of physical person;

2) re-registrations of the individual entrepreneur, change of its name and address;

3) reorganization of the legal entity in the form of merge, accessions, allocations or transformations;
