The secretariat of Council of collective security (further - the Secretariat of special design bureau), on behalf of the Secretary general of Council of collective security, and the Headquarters on coordination of military cooperation of the State Parties of the Commonwealth of Independent States (further - ShKVS of the CIS), on behalf of the chief of ShKVS of the CIS, hereinafter referred to as with the Parties,

being guided by the Agreement on collective security of May 15, 1992 (further - DKB), the Charter of the Commonwealth of Independent States, Regulations on the Secretariat of special design bureau, Regulations on ShKVS of the CIS and the Agreement on cooperation between the Council of Ministers of Defense of the State Parties of the Agreement on collective security of May 15, 1992 and the Council of Ministers of Defense of the State Parties of the Commonwealth of Independent States and their working bodies,

considering importance of close interaction between the Secretariat of special design bureau and ShKVS of the CIS,

proceeding from mutual interest in increase in efficiency of coordinated actions on ensuring development of military cooperation and safety of the State Parties of DKB and CIS, agreed as follows:

Article 1

It is regular to perform exchange of information about the actions planned to carrying out by the Council of Ministers of Defense the State Parties of the Agreement on collective security of May 15, 1992 (SMO DKB) and the Council of Ministers of Defense of the State Parties of the Commonwealth of Independent States (SMO of the CIS), and also their working bodies.

Article 2

It is permanent to invite agents of the parties for participation in meetings, meetings of working and expert groups, scientific and practical conferences and other events held by working bodies of SMO DKB and SMO of the CIS for the questions which are of mutual interest. Whenever possible to direct required materials and draft documents to these actions beforehand.

Article 3

Perform joint project development of the documents on military component of collective security submitted by the Parties for consideration of bodies of Council of collective security and the Commonwealth of Independent States.

Article 4

Interact in implementation of the contracts and agreements signed within the State Parties of the Agreement on collective security of May 15, 1992 and the Commonwealth of Independent States concerning military-political, military and military and technical cooperation.

Article 5

Perform approval of the current questions of cooperation between the Parties through the Deputy Secretary general of special design bureau and the Representative of SMO of the CIS to the Secretariat of special design bureau.

Article 6

Promote preparation of the offers directed to rapprochement of national legal systems of the State Parties of DKB and CIS in the field of military cooperation and collective security.

Article 7

Cooperate in creation of databank about multilateral military cooperation and national legal systems of the State Parties of DKB and CIS in the field of defense and safety.

Article 8

Exchange the printing editions, information and analytical materials, normative legal documents relating to activities of SMO DKB and SMO of the CIS and also other reference materials which are of mutual interest. Abstain from transfer to the third party of information and the materials prepared in the course of joint operation, and also received during exchange without mutual consent, preliminary on that.

Article 9

Jointly the developed draft documents submitted for consideration of the supreme bodies of DKB and CIS, and also the special design bureaus consultative bodies and authorized bodies of the CIS are vised by the Secretary general of special design bureau and the chief of ShKVS of the CIS before their direction in the corresponding addresses.

Article 10

Approve annual work plans SMO DKB and SMO of the CIS, plans of implementation of decisions of the supreme bodies of DKB and CIS, and also the DKB consultative bodies and authorized bodies of the CIS.

Article 11

Amendments and changes in the this Protocol are made at the initiative of the Parties and are accepted on the basis of mutual consent.

Article 12

The protocol becomes effective from the date of its signing. "14" December, 2001 are made in the city of Moscow.

The this Protocol is constituted in two authentic copies in Russian which are stored: one - in the Secretariat of Council of collective security, another - in the Headquarters on coordination of military cooperation of the State Parties of the Commonwealth of Independent States.
