Standard of the state Service "Issue of Permission of Administrative Authority in the Republic of Kazakhstan on Import to the Republic of Kazakhstan and Export out of Its Limits of the Animal Species and Plants, Their Parts or Derivatives Which Are under the threat of Disappearance"

1. General provisions

1. The state service appears administrative authority.

Administrative authority are:

in the field of protection, reproduction and use of fauna and plants, except for fish resources and other water animals - Committee of forest and hunting economy of the Ministry of Agriculture of the Republic of Kazakhstan (further - Committee of forest and hunting economy), at the address: city of Astana, Ulitsa Orynbor, 8, office building "House of the ministries", entrance 5;

2) in the field of protection, reproduction and use of fish resources and other water animals - Committee of fishery of the Ministry of Agriculture of the Republic of Kazakhstan (further - Committee of fishery), at the address: city of Astana, Ulitsa Orynbor, 8, office building "House of the ministries", entrance 13.

2. Form of the rendered state service: not automated.

3. The state service is rendered on the basis:

1) the Law of the Republic of Kazakhstan of April 6, 1999 "About accession of the Republic of Kazakhstan to the Convention on international trade in the types of wild fauna and flora which are under the threat of disappearance" (further - the Convention);

2) subitem 24-12) of article 8 of the Law of the Republic of Kazakhstan of July 9, 2004 "About protection, reproduction and use of fauna".

4. Information on the state service and the standard of the state service (further - the standard) are placed on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan - www.minagri.gov.kz in the Section "regulatory legal acts", in subsection of "the order of the Government of the Republic of Kazakhstan", and also at stands in Committee of forest and hunting economy and Committee of fishery. 2) the most allowed time of expectation in queue in case of delivery of necessary documents - no more than thirty minutes;

3) the most allowed time of expectation in queue in case of receipt of result of the state service - no more than thirty minutes;

9. The state service is rendered in the working days from 9:00 till 18:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, the days off: Saturday, Sunday and holidays. Acceptance is performed in turn without making an appointment and the accelerated servicing.

10. For rendering the state service in rooms where acceptance of receivers of the state service is performed, conditions for expectation and preparation of necessary documents are created (chairs for expectation, the places for filling of documents equipped with stands with the list of necessary documents and models of their filling), measures of fire safety are taken. 11. For receipt of the state service receivers of the state service represent:

1) the statement in form according to appendix 1 to this standard;

2) copies of the constituent document and the certificate on state registration (for the legal entity);

3) the copy of the certificate on state registration with identification number (for the individual entrepreneur);

4) the copy of the identity document (for physical person);

5) the copy of the contract or the contract between the exporter and the importer confirming intentions about making of this export, except for persons, performing export for personal reasons;

6) the copy of permission of the importing country if the sample is included in appendices 1 and 2 of the Convention;

7) copy of the conclusion of scientific body;

8) the copy of the document confirming payment in the budget of the state fee for issue of import permits and export of the rare and being under the threat of disappearance animal species and sturgeon fishes, and also their parts and derivatives.

12. 13. 5) surnames, name, middle name of the responsible person who accepted documents;

6) surnames, name, middle name (for physical persons) or names (for legal entities), contact information of the receiver of the state service.

15. The result of rendering the state service is issued to the receiver of the state service or the authorized person by proxy in case of personal visit under list in the magazine of issue of permissions.

16. The basis for refusal in rendering the state service are:

18. Results of work on rendering the state service to receivers of the state service are measured by indicators of quality and efficiency according to appendix 2 to this standard.
