1. Approve the Standard of provision of administrative service in registration of the charter (provision) of the religious organization and changes to it which is applied.

2. (Lyubchik V. P.) to provide to department for religions and nationalities submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

The standard of provision of administrative service in registration of the charter (provision) of the religious organization and changes to it

І. General provisions

1.1. This Standard is developed for the purpose of improvement of quality of accomplishment and access to results of accomplishment of the state function concerning registration of charters (provisions) of the religious organizations (the religious centers (managements), monasteries, religious brotherhoods, missionary societies (missions), spiritual educational institutions) and changes to them (further - administrative service), determinations of the description of the procedure of provision of this service, structure, the sequence of actions of the receiver and administrative authority, terms of provision of service, the requirement of rather necessary level of its availability and quality.

1.2. Administrative authority which provides service, the Ministry of Culture of Ukraine (further - Ministry of culture).

ІІ. List of categories of receivers

The administrative service is received by the religious centers (managements), and also monasteries, religious brotherhoods, missionary societies (missions), spiritual educational institutions.

ІІІ. List of the documents necessary for provision of administrative service

Together with the statement in Ministry of culture the charter (provision) of the religious center (management) in triplicate moves.

properly certified copy of the decision (endurance) on formation of religious consolidation and approval (acceptance) of the charter (provision) of the religious center or management (the protocol of general meeting of founders, constituent congress (conference) of founders and so forth). This decision shall contain the data confirming powers of representatives of the religious organizations (religious communities, the religious centers or managements) who participate in creation of religious consolidation, to represent such religious organizations (religious communities, the religious centers or managements) on the corresponding collection, congress, conference and so forth;

If the religious center (management) is part or recognizes (declares) in any form subordination in initial, organizational, other matters to any other religious organizations operating in Ukraine or beyond its limits, for registration of the charter (provision) of this religious center (management) the document which confirms recognition of subordination by such religious organization to it the neogenic religious center (management), or the document which confirms that the neogenic religious center (management) is part of such religious organization is in addition filed.

3.2. For registration of the charter (provision) of the monastery, religious brotherhood, missionary society (mission), spiritual educational institution the application signed by the head (other authorized person) of the religious center (management) who founds the relevant religious organization is submitted to Ministry of culture.

Together with the statement in Ministry of culture the charter (provision) of the monastery, religious brotherhood, missionary society (mission) or spiritual educational institution in triplicate moves.

To the charter (provision) of the monastery, religious brotherhood, missionary society (mission) or spiritual educational institution in confirmation of the data stated in it according to requirements of article 12 of the Law of Ukraine "About liberty of conscience and the religious organizations" in addition move:

properly certified copy of the decision (endurance) on formation (basis) of the monastery, religious brotherhood, missionary society (mission), spiritual educational institution and approval of the charter (provision) of such religious organization. The specified decision is made according to the procedure, provided by the charter (provision) of the religious center (management), and drawn up according to internal installations of this religious organization;

properly certified copy of the charter of the religious center (management) which founds the monastery, religious brotherhood, missionary society (mission), spiritual educational institution;

properly certified copy of the document on the property right or uses of the room on the location of the religious organization specified in the charter (provision).

3.3. For registration of the changes made to the charter (provision) of the religious organization (the religious center (management), the monastery, religious brotherhood, missionary society (mission), spiritual educational institution) in Ministry of culture the application signed by the head (other authorized person) of the religious organization to which charter changes are made is submitted.

Together with the statement in Ministry of culture the changes to the charter (provision) of the religious organization which are drawn up by the stand-alone program or the charter (provision) of the religious organization which was reworded as follows (in triplicate) move.

If changes are drawn up in the form of the stand-alone program to the charter (provision), on the title page of such appendix the mark that the specified documents are integral part of the charter (provision) becomes.
