1. Approve the enclosed Instructions for use by sites of the state forest fund for cultivation of landing material and plantatsionny plantings of special purpose.

Instructions for use sites of the state forest fund for cultivation of landing material and plantatsionny plantings of special purpose

1. General provisions

1. These rules of use of sites of the state forest fund (further - Rules) are developed for cultivation of landing material and plantatsionny plantings of special purpose according to the Forest code of the Republic of Kazakhstan of July 8, 2003 (further - the Code) and determine procedure for use of sites of the state forest fund for cultivation of landing material and plantatsionny plantings of special purpose.

2. In these rules the following concepts are used:

1) plantatsionny plantings of special purpose - the artificial plantings which are grown up in industrial, energy, food and other purposes;

2) the working project - the project of creation of plantation of fast-growing tree and shrubby species or forest nursery developed by the design and survey organizations specializing in this area, the containing cycle of works from cultivation before sales of products or its conversion;

3) the state forest owners - the state organizations to which sites of the state forest fund are provided on the right of permanent land use;

4) forest utilization - legally and economically regulated activities for use of forest resources and useful properties of the wood;

5) the forest user - physical person or legal entity which is granted the right of temporary forest utilization according to the procedure, established by the Code;

6) forest nursery - the site of the territory of the state forest fund intended for cultivation of landing material of tree and shrubby species.

3. The forest user in case of introduction of new types of plants provides observance of requirements of quarantine control and shall not do harm to the main native types of plants.

4. Control of use of sites of the state forest fund for cultivation of landing material and plantatsionny plantings of special purpose and observance by the forest user of fire safety regulations in the woods are performed by officials of department of authorized body in the field of forestry and its territorial subdivision according to the procedure, established by the Code, other state bodies within their competence established by the laws of the Republic of Kazakhstan.

3) department of uterine plantings - for providing nursery with material of valuable technical and decorative breeds, initial for reproduction;

4) the economic and subsidiary sites including the prikopochny site, kompostnik, road and irrigating net, reservoirs, the estate with extensions, cold storage depot for storage of seeds and landing material, barrier.

8. As a part of nursery, in case of need, the hothouse department for production of seedlings and saplings with the closed root system is created.

9. Main objective in case of cultivation of landing material is ensuring green construction (gardening of settlements, creation of green zones, landscape forms) with decorative landing material, large-sized, various by types.

10. Plantations are created by landing material of seed origin or the implanted shanks. In case of laying of plantatsionny plantings of special purpose landing material of fast-growing tree and shrubby species of perspective grades, forms and clones is used.

11. Plantatsionny plantings of special purpose are grown up in industrial, energy, food and other purposes.

12. Use of herbicides and other chemical means of fight against undesirable vegetation is performed according to the order of the Government of the Republic of Kazakhstan of May 29, 2008 No. 515 "About approval "The technical regulation "Requirements to Safety of Pesticides (Agricultural Chemicals)".

13. In case of cultivation of landing material and plantatsionny plantings of special purpose water resources for watering are used by the forest user according to the water legislation.

14. The forest user on the sites of the state forest fund provided for cultivation of landing material and plantatsionny plantings of special purpose builds temporary structures - witness marks, canopies for storage of stock, fertilizers, the grown-up products, construction conduits, uses existing or, in some cases, paves trail earth roads.
