According to the subitem 1) Item 3 of article 32 of the Code of the Republic of Kazakhstan of September 18, 2009 "About health of the people and health care system", and for the purpose of enhancement of organization activity of health care, giving dental help, PRIKAZYVAYU:

1. Approve the enclosed Regulations on organization activity of health care, giving dental help.

2. To department of the organization of medical care of the Ministry of Health of the Republic of Kazakhstan (Tulegaliyeva A. G.) provide state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

3. To department of legal service and public procurements of the Ministry of Health of the Republic of Kazakhstan (Amirgaliyev E. R.) provide official publication of this order after its state registration.

4. To impose control of execution of this order on the Vice-Minister of Health of the Republic of Kazakhstan Bayzhunusov E. A.

5. This order becomes effective after ten calendar days after day of its first official publication.

Regulations on organization activity of health care, giving dental help to the population of the Republic of Kazakhstan

1. General provisions

1. This Regulations on organization activity of health care, giving dental help to the population of the Republic of Kazakhstan, determine functions, the legal and organizational basis of organization activity of health care giving dental help to the adult and children's population of the Republic of Kazakhstan.

The dental organizations are created based on the organizations giving out-patient and polyclinic and stationary help for rendering specialized medical care in the form of consulting and diagnostic or stationary medical care to the adult and children's population with use of modern medical technologies, clinical protocols for the purpose of timely holding the actions directed to prevention, diagnostics, treatment and medical rehabilitation of dental patients.

In the activities the dental organizations are guided by the Constitution of the Republic of Kazakhstan, the Code of the Republic of Kazakhstan "About health of the people and health care system", industry regulatory legal acts, Articles of organization, this Provision and carry out the work based on the state license for medical activities.

4. The dental organizations are created as the independent organizations (dental polyclinic (center)) or as structural division as a part of multidisciplinary organizations of health care.

3) office of prevention of dental diseases in structure:

multidisciplinary organizations of health care.

3. Dental polyclinic (center)

6. The structure of dental polyclinic (center) includes:

1) office of prevention of dental diseases (viewing office);

2) department of therapeutic stomatology with offices of parodontologiya and treatment of diseases of mucous membrane of mouth;

3) department (office) of surgical stomatology;

4) orthodontic department (office);

5) treatment-and-prophylactic department of rendering the dental help to children in educational institutions;

6) auxiliary divisions (radiological, physiotherapeutic offices, registry, etc.);

7) centralized sterilizing;

8) technical services;

9) office of medical statistics;

10) administrative part.

7. Functions of dental polyclinic:

1) performing diagnostics and treatment of dental diseases in compliance with the clinical protocols recommended by authorized body in the field of health care;

2) analysis and the analysis of the reasons of the started forms of dental diseases;

3) examination of temporary disability of patients with dental diseases;

4) organization and carrying out dispensary observation of dental patients;

5) scheduled maintenance;

6) organizational and methodical work:

organizational and methodical help in activities of dental department (office), office of prevention of dental diseases;

accounting of dental patients with provision of the semi-annual and annual statement till the 5th following the accounting period in authorized body in the field of health care;

participation in development and holding actions for advanced training of health workers with the higher medical education and with secondary medical education concerning prevention, diagnostics, treatment and rehabilitation of patients with dental diseases;

jointly with service of forming of healthy lifestyle the organization and carrying out sanitary and educational work among the population;

7) analysis of annual need of dental polyclinic (center) for the medical equipment, products of medical appointment and medicines, creation of requests.

8. The dental polyclinic is clinical, educational base of departments of medical higher educational institutions, institutes of enhancement of doctors, and also base of work practice for students of medical average educational institutions, the corresponding profile.

4. Dental department (office)

9. The dental department (office) is created based on the medical organizations giving out-patient and polyclinic help or multi-profile hospital, in the organizations of education with quantity the studying at least 800 people (daleeotdeleniye / office).

10. Functions of department/office:

1) the organization of consultative and medical and diagnostic process in compliance with the clinical protocols recommended

authorized body in the field of health care;

2) earlier identification of persons with zubochelyustno-front anomalies, deformations and prerequisites of their development, defects of crowns of teeth and tooth alignments, pathologies of solid tissues of teeth and mucous membrane of oral cavity with the further direction in dental polyclinic (center);

3) rendering preventive and medical care within the guaranteed amount of free medical care approved by the order of the Government of the Republic of Kazakhstan of December 15, 2009 No. 2136.
